On November 3, the State Council of Professors for the 2024-2029 term held its 4th meeting to discuss and vote on a list of qualified candidates to be recognized as meeting the standards for the titles of professor and associate professor.
According to the report of the Office of the State Council of Professors, in 2025, 1,073 candidates (100 Professor candidates, 973 Associate Professor candidates) submitted applications for recognition of meeting the standards for the title of Professor and Associate Professor at 117 basic Councils of Professors.
After reviewing the documents, evaluating foreign language proficiency, evaluating the overall scientific report and voting for confidence, 1,014 candidates (93 Professor candidates, 921 Associate Professor candidates) were proposed to be considered for recognition of meeting the standards at 28 Industry and Interdisciplinary Professor Councils.
After that, the Industry and Interdisciplinary Professor Councils met to consider and recognize the qualifications for the title of Professor and Associate Professor in 2025. As a result, 911 candidates (73 Professor candidates, 938 Associate Professor candidates) were proposed to the State Professor Council for recognition.

After receiving the dossiers from the Councils of Professors of the industry and interdisciplinary, the Office of the State Council of Professors coordinates with the Standing Committees of the Councils to examine, review evidence and report to the Standing Committee of the State Council of Professors. On that basis, the Council publicly discusses each case, elects a counting committee and votes to recognize the candidates as qualified Professors and Associate Professors.
As a result, 900 qualified candidates were selected, including 71 Professors and 829 Associate Professors with a general passing rate of 83.88% (71% for Professor candidates and 85.2% for Associate Professor candidates).
Thus, 11 candidates (2 professor candidates, 9 associate professor candidates) were not approved by the State Council of Professors in this year's professor and associate professor examination.
According to the annual process, higher education institutions establish a council to select candidates and submit them to the State Council of Professors. Then, the State Council of Professors transfers the files to the industry and inter-industry councils for appraisal and eliminates unqualified files before reviewing and approving the qualified list.
Candidates wishing to be considered for recognition must be the main author of 3-5 articles published in journals listed in ISI, Scopus or other categories prescribed by the State Council of Professors.
