The State Council of Professors did not approve the profiles of 11 candidates.

At the meeting on November 2, the State Council of Professors decided not to approve the applications of 11 candidates.

The State Council of Professors has met and approved the profiles of 900 candidates. Thus, 11 candidates were not approved by the State Council of Professors in the 2025 professor and associate professor (GS, PGS) examination, despite the recommendations of the industry and interdisciplinary councils.

This morning, November 3, the Office of the State Council of Professors announced that the State Council of Professors for the 2024-2029 term held its 4th meeting to discuss and vote on the review results of the industry and interdisciplinary professor councils and the list of qualified candidates recognized as meeting the standards for the titles of Professor and Associate Professor.

The meeting took place on November 2 under the chairmanship of Chairman of the State Council of Professors, Minister of Education and Training Nguyen Kim Son.

The pass rate is 83.88%

According to the list proposed by the industry and interdisciplinary councils of professors and associate professors, there are 911 candidates proposed to the State Council of Professors to be recognized as meeting the standards of professors and associate professors. Of these, there are 73 professor candidates and 938 associate professor candidates.

After 1 working day, the State Council of Professors publicly discussed each candidate's profile, elected a vote counting committee and voted on the list of candidates eligible to be considered for recognition as meeting the standards for the title of Professor and Associate Professor. As a result, 900 candidates received enough votes of confidence, including 71 Professor candidates and 829 Associate Professor candidates.

Previously, after receiving candidate profiles from industry and interdisciplinary councils, the Office of the State Council of Professors coordinated with the standing committees of industry and interdisciplinary councils to examine and review the evidence of all candidate profiles, and reported to the standing committee of the State Council of Professors before submitting them to the council for consideration and recognition.

Also according to the Office of the State Council of Professors, in 2025, 1,073 candidates (100 professor candidates, 973 associate professor candidates) submitted applications for recognition of meeting the standards for the title of professor and associate professor at 117 basic professor councils. The basic councils have proposed to 28 industry and interdisciplinary councils to consider 1,014 candidates (93 professor candidates, 921 associate professor candidates).

Thus, the passing rate compared to the total number of candidates submitting initial applications at the basic councils up to this point is 83.88% (of which the passing rate of Professor candidates is 71%, Associate Professor candidates is 85.2%).

In 2025, the recognition of meeting the standards for the title of Professor and Associate Professor will still be carried out according to Decision No. 37/2018/QD-TTg dated August 31, 2018 and Decision No. 25/2020/QD-TTg dated August 31, 2020 amending and supplementing a number of articles of Decision 37 (both decisions are of the Prime Minister ).

The Office of the State Council of Professors assessed that the quality of candidates in 2025 is basically quite good, foreign language proficiency has improved a lot, and candidates all have enough scientific research works published in international journals listed in ISI, Scopus or other prestigious journals.

By 2025, councils at all levels will publicly disclose information about qualified candidates on the websites of higher education institutions and the website of the State Council of Professors.

"Critical information from society and the scientific community... is a useful source of information to help functional units select qualified candidates who meet the standards for the title of Professor and Associate Professor," said a representative of the Office of the State Council of Professors.

Currently, the Office of the State Council of Professors is reviewing the list of candidates approved by the State Council of Professors before posting it on the council's website.
