Speaking at the conference, Mr. Nguyen Thanh Nhan - Chairman of the People's Council of An Giang province - emphasized that July 1 marked an important milestone in the organization of local government when the two-level government model was deployed nationwide.
This is a step of profound institutional reform, aiming to streamline the apparatus, improve management effectiveness and strengthen local autonomy, thereby bringing the government closer to the people and serving them better.
After the merger, An Giang entered a new development phase with a larger scale, stronger potential and a strategic role in the development structure of the Mekong Delta region, located at the intersection of the Long Xuyen quadrangle, the border, the West Sea and the Mekong sub-region.
The activities of the People's Councils at two levels in An Giang have had many innovations, demonstrating a sense of responsibility and determination to adapt to the new model.
However, there are still many issues that need to be discussed to unify awareness and action, especially solutions to remove bottlenecks in the initial implementation phase. "The conference is an opportunity to exchange experiences, summarize practices, and frankly acknowledge difficulties and shortcomings to perfect the apparatus," said Mr. Nhan.
In the first 5 months of implementing the two-level government model, the An Giang Provincial People's Council has improved its organization and operational efficiency, aiming to better serve the people.
After the merger, the Provincial People's Council has 109 delegates; the commune, ward and special zone levels have 7,921 delegates, which is considered abundant, creating a foundation to improve the quality of activities of elected bodies.

The province organized 567 meetings with voters, attracting nearly 35,000 participants and receiving 3,888 opinions and recommendations. People's Councils at all levels also received 248 citizens and handled 156 complaints, denunciations and reflections related to people's lives and production. These are considered positive signals in the process of operating the two-level government model in An Giang.
At the conference, many delegates suggested that monitoring activities of People's Councils at all levels should be organized and implemented regularly to enhance people's mastery. In particular, the Provincial People's Council will support localities in implementing the paperless meeting model for communes, wards, and special zones.
