An Giang: Investment in APEC Conference Center is about 21,860 billion VND

Delegates of the People's Council of An Giang province voted to approve the Resolution on investment policy for the APEC Conference Center Project.

On November 14, the People's Council of An Giang province held the 5th session (special session) and passed 9 important resolutions.

Notably, the People's Council of An Giang province passed a Resolution deciding on the investment policy for the APEC Conference Center Project under the public-private partnership (PPP) model, in Phu Quoc special economic zone.

Accordingly, the investment in the construction of a complete and synchronous APEC Conference Center Project, including: Technical infrastructure system and works serving meetings, organizing parties, exhibitions, performances and other important activities during the APEC 2027 Conference, contributing to the success of the APEC 2027 Conference, promoting local socio -economic development and raising the status of the country.

After serving the APEC Conference, the Project will be a venue for many modern cultural, artistic, sports , entertainment, exhibition programs,... in harmony with nature, protecting the environment towards sustainable development.

The project covers an area of approximately 16.06 hectares, including the following items: Conference and exhibition center (with 3 floors above ground and 1 basement, accommodating at least 6,500 seats); multi-purpose theater (with 6 floors above ground and 1 basement, approximately 4,000 seats); APEC park.

Technical infrastructure system, including: Traffic system; energy supply system (electricity supply); public lighting system; communication system (telecommunications infrastructure); water supply and drainage system; solid waste management system; public sanitation system and other technical infrastructure systems.

Construction and infrastructure system of the APEC Conference Center Project is expected to be built from the fourth quarter of 2025 to the second quarter of 2027.

The APEC Conference Center project is expected to be implemented under a Build-Transfer Contract (BT contract) with payment method using land funds, with the expected corresponding land areas having a total land area of about 105.44 hectares.

After determining the land price of the competent authority as the basis for payment to the investor. In case the value of the land after payment to the investor according to regulations, if there is a conclusion or request from the competent State agency (audit, inspection, examination, etc.) announcing that the value of the land fund paid is higher than the paid value, the investor is responsible for paying the difference to the State budget.

The APEC Conference Center project has a total investment of about VND 21,860 billion (excluding interest costs).

Also at this session, the People's Council of An Giang province passed a Resolution regulating policies to support the prevention of animal diseases in An Giang province; List of land funds for payment of BT contracts; Adjusting and supplementing the List of works and projects that must recover land to be implemented in 2025 in An Giang province; Decision on the policy of converting forest use purposes to other purposes to implement the Phu Quoc 220kV Transformer Station Project; Adjusting and supplementing the medium-term public investment plan for the period 2021-2025 from the central budget and local budget sources in An Giang province; Adjusting and supplementing the public investment plan for 2025 from the central budget and local budget sources in An Giang province; Regulations on expenditure levels and time to receive support for the implementation of the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term in An Giang province; Promulgating the Working Regulations of the People's Council of An Giang province, term X, 2021-2026.
