Inaccurate information
Currently, the Ministry of Agriculture and Environment (the drafting unit) is seeking opinions from ministries, sectors and localities on the draft Decision regulating the roadmap for applying emission standards for automobiles in circulation in Vietnam. According to the draft, for automobiles, emission standards for vehicles in circulation will include 5 levels (levels from 1-5) stipulated in the National Technical Regulation on emissions of automobiles in circulation in Vietnam.
One of the most interesting points in the draft is the roadmap for applying national technical regulations on emissions from automobiles in circulation. Specifically, cars manufactured before 1999 will apply level 1. Cars manufactured after 1999 will apply level 2.
Cars with spark ignition engines (gasoline engines) and cars with compression ignition engines (diesel engines) manufactured from 2017 will apply level 3 from January 1, 2026. For cars manufactured from 2022, level 4 will apply from January 1, 2026 and level 5 from January 1, 2028.
Notably, cars with license plates registered in Hanoi and Ho Chi Minh City will apply the higher rate sooner. Accordingly, gasoline and diesel cars with license plates registered in Hanoi and Ho Chi Minh City and manufactured since 2017 will apply level 4 from January 1, 2026. At the same time, cars with license plates registered in other localities will only apply level 3.
For cars registered in Hanoi and Ho Chi Minh City with spark ignition engines and cars with compression ignition engines manufactured from 2022, level 5 will apply from January 1, 2027. 1 year earlier than other localities.
Speaking to reporters of Nhan Dan Online Newspaper, Lawyer Nguyen An Binh (Hanoi Bar Association) shared that the content of the draft decision regulating the roadmap for applying emission standards for automobiles in circulation in Vietnam shows that the draft only stipulates that from 2026, vehicles registered and circulating in Hanoi and Ho Chi Minh City must meet emission standards earlier and higher than other localities. That is, vehicles registered in these two cities may have to meet higher emission standards earlier than other localities when inspected in order to quickly reduce the serious environmental pollution situation.
“Thus, the information that from 2026, vehicles manufactured before 2017 will be banned from circulation in Hanoi and Ho Chi Minh City is inaccurate information, causing confusion in public opinion. Authorities need to take measures to verify and strictly handle individuals who deliberately propagate this information,” emphasized Lawyer Nguyen An Binh.
Correct understanding of automobile emission standards
Dr. Do Ngoc Van, Director of the Institute for Social Issues Research under the Vietnam Union of Science and Technology Associations, said that currently, many people misunderstand the regulations proposed by the Ministry of Agriculture and Environment in the draft Decision on the roadmap for applying emission standards for automobiles in circulation in Vietnam. However, most of the regulations in the draft Decision on the roadmap for applying emission standards for automobiles in circulation in Vietnam proposed by the Ministry of Agriculture and Environment are not new, they only provide more detailed regulations and expand the standards and scope of regulation compared to the regulations currently applied on emissions in Decision No. 16/2019/QD-TTg dated March 28, 2019 of the Prime Minister.
On the other hand, according to Decision No. 49/2011/QD-TTg issued by the Prime Minister on September 1, 2011, all newly manufactured, assembled and imported automobiles must comply with Euro 5 emission standards from January 1, 2022. This decision not only aims to reduce air pollution but also affirms Vietnam's efforts in implementing international commitments on environmental protection. Therefore, the key factor that automobile consumers need to pay attention to is to compare the year of manufacture of the vehicle with the emission standards, ensuring that each vehicle always maintains the emission standards so that it can be inspected when due.
In addition, many auto experts also believe that most cars, especially personal cars, now meet or even exceed Euro emission standards. Many cars manufactured in Europe now meet Euro 6 emission standards. Therefore, what car users must pay attention to is to periodically check, care for, and maintain according to the manufacturer's recommendations so that the car always maintains its quality, thereby ensuring emission standards issued by the authorities.
Expected roadmap for applying emission standards for cars circulating in Vietnam Specifically, this draft Decision proposes to stipulate a roadmap for applying national technical regulations on automobile emissions in circulation in Vietnam. It does not apply to automobiles under the management of the Ministry of National Defense and the Ministry of Public Security used for defense and security purposes. Emission levels (including: Level 1, Level 2, Level 3, Level 4, Level 5) are emission levels for automobiles specified in the National Technical Regulation on automobile emissions in circulation in Vietnam issued by the Ministry of Agriculture and Environment (This regulation is being researched and developed). The roadmap for applying emission standards for automobiles in circulation in Vietnam is expected as follows: - Cars manufactured before 1999 apply Level 1 from the effective date of this Decision. - Cars manufactured from 1999 apply Level 2 from the effective date of this Decision. - Cars with spark ignition engines and cars with compression ignition engines manufactured from 2017 will apply Level 3 from January 1, 2026. For cars with Hanoi and Ho Chi Minh City license plates, equipped with spark ignition engines and cars equipped with compression ignition engines manufactured from 2017, Level 4 will be applied from January 1, 2026. - Cars with spark ignition engines and cars with compression ignition engines manufactured from 2022 will apply Level 4 from January 1, 2026 and Level 5 from January 1, 2028. For cars with license plates registered in Hanoi and Ho Chi Minh City equipped with spark ignition engines and cars equipped with compression ignition engines manufactured from 2022, Level 5 will be applied from January 1, 2027. It is expected that if issued, this draft Decision will abolish Article 4 of Decision No. 16/2019/QD-TTg dated March 28, 2019 of the Prime Minister stipulating the roadmap for applying emission standards to vehicles in traffic and imported used vehicles. |
