Bac Kan: More than 13,000 cadres and party members attend the conference to disseminate Resolution 11 of the 13th Central Committee

At the Conference, Comrade Pham Minh Chinh, Politburo member, Prime Minister delivered a presentation on the topic "On the draft documents submitted to the 14th National Party Congress: New points in summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; new points in the draft Report summarizing the work of Party building and implementation of the Party Charter submitted to the 14th National Party Congress; new points in the draft Political Report, new points in the draft report on 5 years of implementing the 10-year socio-economic development strategy 2021-2030; directions and tasks for socio-economic development in the 5 years 2026-2030".

Speaking at the Conference, Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam, pointed out: The Conference is organized to thoroughly grasp the key, core and new contents of the documents of the 11th Central Conference. On that basis, to raise awareness and responsibility of Party committees, Party organizations, departments, ministries, branches, localities, cadres and Party members to deploy and organize the successful, quick and timely implementation of the documents of the 11th Conference of the 13th Party Central Committee. This shows the content that needs to be thoroughly grasped and the scale of influence of these contents. These are also the contents that the majority of people are interested in, follow and wish to be implemented soon.

At the historic 11th Central Conference, decisions were made on very important and breakthrough issues of a new revolutionary period, creating a new momentum and new impetus for the comprehensive innovation cause, bringing the country into a new era of development. In particular, Resolution No. 60 with many important contents focused on 2 groups of issues: Continuing to streamline the organizational apparatus, reorganize administrative units, organize two-level local governments and prepare for the 14th National Party Congress. These contents are closely related to each other and are all key and urgent issues that need to be implemented immediately after this conference and by the end of 2025.

The conference listened to the topics that are the core contents of the 11th Central Conference and the documents for implementation, especially Directive No. 45 replacing Directive 35 on organizing party congresses at all levels towards the 14th National Party Congress; Conclusion No. 150 of the Politburo on guidelines for building personnel for provincial-level Party committees subject to consolidation, merger and newly established communes; Plan No. 47 of the Central Steering Committee summarizing Resolution 18 on assigning responsibilities for implementation with 121 groups of work associated with completion time calculated by day. Basically, in April 2025, the full guidance documents will be issued.

Thoroughly promulgate very new documents with a spirit of utmost urgency. During the week, we will draft 4 complete documents to submit to the 14th Congress to participate in formulating opinions and serve as a basis for drafting documents at our level. The Politburo has issued Decision 284 assigning 19 Politburo members and Secretariat members to be in charge of localities to monitor, urge, guide, and promptly direct the removal of difficulties and obstacles in the process of implementing the Resolution and local work. Thoroughly implement the Party's Resolutions in the direction of clear people, clear work, clear ways of doing, clear responsibilities, and clear ways of doing.

The General Secretary requested that each locality has identified the tasks to be done in the coming time at their agency, unit and locality. Each cadre and party member attending the Conference envisioned their individual responsibilities in the common revolution of the country. After this Conference, party committees and organizations at all levels have the responsibility to continue to study and thoroughly grasp the contents of the resolution and develop specific action programs and plans to organize and implement. Faced with the requirement of simultaneously implementing a large amount of work, wide scope, short time, high quality, many unprecedented tasks. The General Secretary requested and noted the contents to unify leadership and direction of implementation.

It is necessary to determine the highest political determination in leading and directing the implementation of the Resolution of the 11th Central Conference. It is necessary to determine that this is a revolution in the arrangement of the apparatus, the arrangement of administrative units and reform and innovation for the development of the country. Party committees, Party organizations, and leaders at all levels must be closely and resolutely in leading, directing, and thoroughly informing the contingent of cadres and Party members to fully and deeply understand the special importance of this policy, creating a unity of perception and ideology within the entire Party and spreading it to the whole society, determined to successfully implement the goals and orientations set by the Central Committee.

Deploy work in the spirit of "running and lining up at the same time", but must be careful, certain, methodical, not hasty, subjective; have priority order, do each job firmly, do this job must take into account other related work and must carry out the correct procedures according to regulations, do not do shortcuts, do it carelessly, do it roughly any job. The implementation process needs to create high consensus in society, fully promote the people's right to mastery, respect and listen to the people's opinions.

We need to both arrange and streamline the organizational apparatus and rearrange administrative units, accelerate and make breakthroughs in economic development - and successfully organize the Congress. Therefore, it is necessary to focus on leading and directing the organization of the Congress to ensure it is tight and methodical in accordance with the spirit of Directive 45 of the Politburo, especially in newly merged and consolidated localities. It is necessary to attach more importance and focus on the preparation of documents, some places are showing signs of taking this issue lightly, mainly focusing on personnel plans. Provincial and municipal Party Committees should focus on leading and organizing thorough, in-depth, and effective discussions of the viewpoints, goals, policies, and major orientations stated in the draft documents of the 14th National Party Congress.

Propose that cadres, party members and the entire political system focus on leadership and direction with the highest determination to complete the goals set out in the Resolution of the 11th Central Conference, preparing a solid foundation for the 14th National Party Congress.../.
