Discussion on amendments to the Law on Election of National Assembly Deputies and People's Council Deputies

On the afternoon of May 12, the Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission and Head of the National Assembly Delegation of An Giang province chaired a group discussion on the draft Law on Personal Data Protection; the draft Law amending and supplementing a number of articles of the Civil Procedure Code, the Administrative Procedure Law, the Juvenile Justice Law, the Bankruptcy Law and the Law on Mediation and Dialogue at Court; the draft Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies; the shortening of the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.

Deputy Head of the National Assembly Delegation of An Giang Province Trinh Lam Sinh completely agreed with the shortening of the term of the 15th National Assembly, because it is consistent with the amendments and supplements to the 2013 Constitution and related laws. Commenting on the draft Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies, delegate Trinh Lam Sinh agreed with the regulation of adding representatives of the National Assembly Delegation to the Election Committees in provinces and cities. He requested the Drafting Committee to study and provide clearer regulations on temporary residents, temporary absences, and transient voters to avoid omissions or inconsistencies; and proposed to increase the regulation of the time "from the end of the National Party Congress to the submission of candidate dossiers" from 2 to 3 days.

Delegates approved the form of election campaigning and meeting voters online and in person, but it is necessary to clearly stipulate and guide candidates to comply with the law on election campaigning, avoiding unhealthy campaigning on social networks (or other forms that have not been fully anticipated). In addition, the population will increase after the arrangement of administrative units at all levels, leading to an increase in the number of delegates according to the constituency, so it is necessary to stipulate the number in accordance with reality.

Colonel Chau Chac (Deputy Political Commissar of the Military Command of An Giang Province) is also interested in this draft law. Accordingly, he proposed to clarify the content of the regulation amending and supplementing Clause 3 to Article 36: "If a citizen submits an application to run for a National Assembly deputy, he/she can only submit an application to run for a People's Council deputy at one level". In Article 50 on the first consultative conference at the provincial level, the composition of the conference participants is not mentioned, and further research is needed (while there are regulations on the composition of the second and third consultative conferences)...
