The road passenger transport network in Nam Dinh province is increasingly better connected with other modes of road transport such as buses and taxis. Road passenger transport routes have developed to almost all districts and communes. The number of passenger transport units and the structure of the fleet of vehicles has continuously increased over the years. Transport units have boldly invested in new, high-quality vehicles; innovated the management and operation of enterprises with a ticket booking switchboard system and online car booking software; the quality of passenger transport services is increasingly improved, units focus on competing with service quality, many enterprises have built their own transport brands. Road freight transport has basically achieved the goal of operating within a short distance, collecting goods to create a foothold for other modes of transport, transporting on routes that other modes of transport such as railways and inland waterways cannot meet. Thanks to that, road transport activities in Nam Dinh province in recent years have developed quite well, with an average growth rate of 8-10%/year.
Transport units have made great efforts in innovating vehicles, improving service quality, and establishing transport order, thereby meeting people's travel needs, contributing to ensuring social security and traffic safety. Passenger service activities during peak periods such as New Year's Eve, Lunar New Year and holidays during the year are basically organized effectively and safely by the units to serve the needs of people returning home for Tet and holidays. Road freight transport activities are circulated smoothly and conveniently in the spirit of ensuring the circulation of goods, promptly meeting people's needs and production needs of enterprises. Currently, in Nam Dinh province, there are a total of 396 transport units/2,442 vehicles (enterprises, cooperatives, transport business households) participating in road transport business activities. Of which, there are 199 passenger transport units by car with a total of 1,880 vehicles/37,264 seats; 216 freight transport units with a total of 559 vehicles/5,976 tons of load. The whole province has 11 bus stations that have been accepted by the Department of Construction and announced to be put into operation according to the criteria in the National Technical Regulations on bus stations (1 station meets type 2, 3 stations meet type 3, 6 stations meet type 4, 1 station meets type 5). The bus stations use software to manage vehicle operations in and out of the stations and maintain full and continuous data transmission to the server of the Vietnam Road Administration according to the provisions of Article 50 and Clause 4, Article 51 of Circular No. 12/2020/TT-BGTVT. In 2024, passenger transport output is estimated at 25,777 thousand passengers, up 9.5% over the previous year and 1,878 million passenger-km, up 5.7%; freight transport reached 53,262 thousand tons of goods transported, up 11.4% and 11,715 million tons.km, up 12.7%. In the first quarter of 2025, transport activities met travel needs well, promoting the circulation of goods to serve production and business. Passenger transport increased by 3.5% and circulation increased by 12.8% due to the increased travel demand and spring festivals of people compared to the same period last year. Freight transport met the needs to serve production and business with goods transported increasing by 15.5% and circulation increasing by 25.5%.
In addition to the achieved results, the current transport management work still has some shortcomings and limitations that affect the healthy, stable development and fair competition of the transport service market. Currently, the situation of vehicles operating on fixed passenger transport routes in the area is facing fierce competition from low-cost air transport services for long routes and contracted transport vehicles operating under the guise of "combined vehicles, convenient vehicles" (especially routes with a distance of less than 300km to large provinces and cities around Nam Dinh such as Hanoi , Quang Ninh...). Public passenger transport by bus still faces many difficulties due to lack of subsidies; there are no mechanisms and policies to encourage the development of passenger transport by bus, mainly operating in the form of socialization, enterprises self-balance costs. Most of the transport enterprises in the province are small-scale, with decentralized management; The management, use, and operation of vehicles and drivers are not yet strict. Some transport units and bus stations have not paid due attention to the implementation of legal regulations in the organization of transport business activities (management of drivers and vehicles, monitoring and supervision of transport activities by the traffic safety monitoring department, storage of transport orders, etc.).
In order to effectively carry out State management, meet people's travel needs, ensure traffic safety and order, build a healthy competitive transportation market, and improve the quality of transportation services in the coming time, the Department of Construction continues to synchronously implement solutions to improve quality and competitiveness. In particular, focusing on urging transportation units to strictly implement the Road Law, the Law on Road Traffic Safety and Order and legal documents on transportation management to ensure smooth, healthy, safe, convenient transportation activities, serving people and businesses in a timely manner. Closely monitor vehicle operations through journey monitoring devices to advise on handling violations according to regulations for vehicles violating speed limits, driving on the wrong route, reviewing and revoking the Transportation Business License for units that have stopped operating. Review the operations of passenger transport vehicles on fixed routes in 2025 at bus stations in the area. Continue to monitor, exploit and use the Image Data Processing System from cameras installed on transport vehicles according to regulations to serve the management of transport activities and handle violations according to regulations. Continue to direct transport units to focus on improving the quality of transport services, vehicles, drivers and service staff to ensure safety, professionalism and convenience in passenger transport; have a plan for vehicle maintenance and repair to serve the travel needs of the people. Closely monitor and guide transport units on adjusting transport fares to suit changes in input factors, check the implementation of transport fares by car, prices of road transport support services according to regulations to ensure the rights of passengers.
