The conference was organized to promptly provide information to more than 550 delegates who are cadres and civil servants, especially provincial and communal level cadres and civil servants (new) on basic issues for leadership, direction and operation of Party, State, Fatherland Front, socio- political organizations at communal level and tasks in the coming time; clearly define the tasks of each agency, unit and locality involved in the political system from the province to the grassroots level to proactively implement in accordance with regulations and actual situations in the locality.
Head of the Organization Board of the Bac Ninh Provincial Party Committee Vu Minh Hieu said: As of June 6, 2025, the entire Provincial Party Committee had 56/531 grassroots party organizations and 1,692/1,981 affiliated party organizations that had successfully organized congresses. On May 30, the Provincial Party Committee Standing Committee issued Conclusion No. 1524-KL/TU. Accordingly, the Provincial Party Committee Standing Committee has agreed on the list of cadres expected to be assigned as Standing Committees of the Party Committees of 41 newly established communes and wards. The Standing Committee of the district-level Party Committees shall coordinate with the comrades expected to be assigned as Standing Committees of the newly established communes and wards to prepare conditions for the completion of district-level activities, the establishment of new communes and wards, and the implementation of the 2-level local government model; prepare necessary conditions to organize the commune-level Party Congress for the 2025-2030 term in accordance with the schedule and regulations.
Along with that, the province is expected to end the activities of district-level Party Committees and establish 41 commune-level Party Committees under the Provincial Party Committee corresponding to 41 newly established commune-level administrative units. The conference also heard specialized agencies disseminate some contents related to the plan to use the existing district-level political center in the direction of placing it under the Party Committee of the commune or ward where the district-level political center is located to serve the common training and fostering of cadres, party members, and civil servants of the commune or ward in the same district-level administrative unit before the arrangement; the work of streamlining the Fatherland Front agencies and socio-political organizations, and mass associations assigned by the Party and State; orientation of specialized agencies, arrangement of commune-level staff; arrangement and reorganization of public service units in the locality when implementing the 2-level local government organization model...
Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan suggested that in order to prepare for the trial operation on June 15, moving towards the official operation on July 1, leaders and cadres should uphold their sense of responsibility, not be subjective, and not be too worried. Currently, the province has a plan for personnel, cadres need to proactively think and learn about the work right now, especially key comrades, heads of sectors, and be ready for the trial operation on June 15.
Regarding the work of drafting documents for the Congress, the Provincial Party Secretary emphasized that this is an important content that needs to be focused on immediately based on the guidance and direction of the Central Government and the province, drafting documents that closely follow the actual situation, goals and orientations of the locality and unit, and at the same time, drafting an action program so that it can be implemented immediately after the Congress, and the implementation process can be updated and adjusted to suit the orientation and direction of the superiors.
The Provincial Party Secretary also requested that localities proactively prepare conditions to test the apparatus on June 15, focusing on ensuring the smooth operation of online public services, public services serving people and businesses, etc.
During the implementation process, the Department of Home Affairs will coordinate with the Department of Science and Technology to monitor and promptly propose solutions to any problems or difficulties, and advise on organizing specialized training sessions to ensure that by July 1, the new apparatus will officially operate smoothly and without interruption.
