At the meeting, President Luong Cuong expressed his pleasure at meeting the Ambassadors, Charge d'Affaires of the EU and member countries; and was pleased to see that the Vietnam - EU relationship after 35 years of establishing diplomatic relations (1990-2025) has developed dynamically and extensively in many fields, from politics - diplomacy, trade, investment, defense - security, justice to new fields such as climate change response, justice, labor, agriculture...
Appreciating the good sentiments and efforts of the Ambassadors in promoting the Vietnam-EU relationship and the relations with EU member countries, the President welcomed the EU's cooperation with Vietnam in the fields of green transformation, digital transformation, sustainable development, science and technology, renewable energy, infrastructure, and suggested that the two sides closely coordinate to develop this relationship more strongly and effectively, on the basis of equal cooperation and mutual benefit, including promoting the exchange of delegations at all levels, especially at high levels, to enhance political trust, create momentum for cooperation in all fields; effectively promote existing cooperation mechanisms, coordinate to remove obstacles, and strengthen response to global challenges.
The President also asked the Ambassadors to speak out to promote the early completion of the ratification of the Vietnam-EU Investment Protection Agreement (EVIPA) and the removal of the IUU yellow card for Vietnam's seafood exports, taking into account the difficulties and differences in development levels between the two sides and the livelihoods of Vietnamese fishermen; helping Vietnam develop its marine economy and sustainable seafood farming.

Discussing with Ambassadors and Chargé d'Affaires on a number of international issues of mutual concern, President Luong Cuong affirmed that Vietnam is a peace-loving nation, always persevering in its foreign policy of independence, self-reliance, multilateralization and diversification, being a responsible member of the international community, supporting the settlement of disputes by peaceful means, on the basis of international law, opposing all forms of use of force or threat of use of force in international relations.
The President affirmed that Vietnam is perfecting its legal system, removing “bottlenecks” to create breakthroughs in the country’s development process, bringing the country into an era of rising development; emphasizing the difficulties and challenges of the current world and regional situation, which are also opportunities for Vietnam to restructure its economy in a green, sustainable direction, based on science and technology, innovation, digital transformation, while diversifying markets, diversifying products and enhancing competitiveness, thereby contributing to maintaining and strengthening the multilateral trade system based on rules as well as bringing practical benefits to people and businesses.

On behalf of the Ambassadors and Charge d'Affaires of EU member states in Hanoi, EU Ambassador Julien Guerrier expressed his honor to receive the President, congratulate him and express his honor to participate in the recent 50th Anniversary of the Liberation of the South and National Reunification. The Ambassador affirmed that Vietnam is an important partner of the EU in the region, especially as an ASEAN country with many cooperation agreements with the EU in politics, trade-investment, defense-security, etc. Sharing President Luong Cuong's comprehensive assessment of the Vietnam-EU relationship, Ambassador Julien Guerrier affirmed that the relationship between the two sides is developing very positively and there is still much potential for cooperation.
In the current complex global geopolitical and trade context, the Ambassadors affirmed that the EU and EU member states are reliable partners of Vietnam, expressing their wish that the two sides will strengthen cooperation, optimize the benefits brought by the EVFTA, facilitate access to each other's markets; affirming that the EU wants to participate in contributing to Vietnam's integration and development process, strengthen cooperation in green economy, digital, agriculture, pharmaceuticals, justice, labor, defense-security, and climate change response with priority given to implementing the Just Energy Transition Partnership (JETP), infrastructure and transport projects in Vietnam.

Thanking the President for his opinions on orientations to promote relations between Vietnam and the EU and its member countries, the Ambassadors affirmed that EU countries will continue to closely coordinate with Vietnamese agencies to carefully prepare and successfully organize high-level delegation exchange activities as they have done very well in the first months of the year; review and remove difficulties and obstacles and effectively implement cooperation agreements reached between the two sides.
The EU also strongly supports the settlement of disputes in the East Sea by peaceful means, in accordance with international law, UNCLOS 1982, contributing to ensuring security, safety and freedom of navigation, consolidating peace, stability and prosperity in the region, where 40% of EU goods are transported through every year.
President Luong Cuong hopes that the Ambassadors and Chargés d'Affaires will always be an important bridge, contributing more to promoting the friendship and comprehensive cooperation between Vietnam and the EU and its member countries in the coming time.
