During the meeting, President Luong Cuong expressed his pleasure at meeting the Ambassadors and Chargé d'affaires of the EU and its member states; he was pleased to note that the Vietnam-EU relationship, after 35 years of establishing diplomatic relations (1990-2025), has developed dynamically and extensively in many fields, from politics and diplomacy, trade, investment, defense and security, and justice to new areas such as climate change response, labor, and agriculture...
Highly appreciating the good sentiments and efforts of the Ambassadors in promoting Vietnam-EU relations and relations with EU member states, the President welcomed EU cooperation with Vietnam in the fields of green transformation, digital transformation, sustainable development, science and technology, renewable energy, and infrastructure. He suggested that both sides closely coordinate to develop this relationship more strongly and effectively, based on equal and mutually beneficial cooperation, including promoting exchanges of delegations at all levels, especially at the high level, to strengthen political trust and create momentum for cooperation in all fields; effectively utilize existing cooperation mechanisms, coordinate to resolve obstacles, and strengthen responses to global challenges.
The President also requested that the Ambassadors use their influence to promote the early completion of the ratification of the Vietnam-EU Investment Protection Agreement (EVIPA) and the removal of the IUU yellow card on Vietnamese seafood exports, taking into account the difficulties, differences in development levels between the two sides, and the livelihoods of Vietnamese fishermen; helping Vietnam develop a sustainable marine economy and aquaculture.

In discussions with Ambassadors and Chargé d'affaires on a number of international issues of common concern, President Luong Cuong affirmed that Vietnam is a peace-loving nation, consistently pursuing an independent, self-reliant, multilateral, and diversified foreign policy, and is a responsible member of the international community. Vietnam supports the peaceful resolution of disputes based on international law and opposes all forms of the use of force or the threat of force in international relations.
The President affirmed that Vietnam is perfecting its legal system and removing "bottlenecks" to create breakthroughs in the country's development process, ushering the country into an era of forward-looking development. He emphasized that the difficulties and challenges of the current global and regional situation also present opportunities for Vietnam to restructure its economy towards a green, sustainable direction, based on science and technology, innovation, digital transformation, while diversifying markets and products and enhancing competitiveness, thereby contributing to maintaining and strengthening the rules-based multilateral trading system and bringing practical benefits to people and businesses.

On behalf of the Ambassadors and Chargé d'affaires of EU member states in Hanoi, EU Ambassador Julien Guerrier expressed his honor at being received by the President, receiving his congratulations , and his honor to participate in the recent 50th anniversary celebration of the Liberation of the South and National Reunification. The Ambassador affirmed that Vietnam is an important partner of the EU in the region, especially as an ASEAN country with many cooperation agreements with the EU on politics, trade and investment, defense and security, etc. Sharing President Luong Cuong's comprehensive assessment of Vietnam-EU relations, Ambassador Julien Guerrier affirmed that the relationship between the two sides is developing very positively and has much potential for cooperation.
Against the backdrop of today's complex global geopolitical and trade landscape, the Ambassadors affirmed that the EU and its member states are reliable partners of Vietnam, expressing their desire for both sides to strengthen cooperation, optimize the benefits brought about by the EVFTA Agreement, and facilitate access to each other's markets. They also affirmed that the EU wants to contribute to Vietnam's integration and development process, strengthening cooperation in green economy, digitalization, agriculture, pharmaceuticals, justice, labor, defense and security, and climate change response, with a priority on implementing the Joint Fair Energy Transition Partnership (JETP), infrastructure projects, and transportation in Vietnam.

Thanking the President for his remarks on the directions for promoting relations between Vietnam and the EU and its member states, the Ambassadors affirmed that EU countries will continue to coordinate closely with Vietnamese agencies to meticulously prepare and successfully organize high-level delegation exchanges, as has been very well implemented in the first months of the year; review and resolve difficulties and obstacles, and effectively implement cooperation agreements reached between the two sides.
The EU is also committed to strongly supporting the peaceful resolution of disputes in the South China Sea, in accordance with international law and the 1982 UNCLOS, contributing to ensuring security, safety and freedom of navigation, and strengthening peace, stability and prosperity in the region, through which 40% of EU goods are transported annually.
President Luong Cuong expressed his hope that the Ambassadors and Chargé d'affaires would continue to be important bridges, contributing even more to promoting friendly relations and comprehensive cooperation between Vietnam and the EU and its member states in the future.
