Bac Tra My needs to focus on disbursing national target programs

According to the report of the People's Committee of Bac Tra My district, in 2025, the total capital plan for national target programs (including capital from previous years) in the locality is more than 353.5 billion VND. Of which, the central budget is nearly 294 billion VND, the provincial budget is more than 46.2 billion VND and the district budget is more than 13.3 billion VND.

As of April 30, 2025, the locality has disbursed more than VND 51.3 billion/VND 353.5 billion (15% of the capital plan). Of which, investment capital disbursed more than VND 38.2 billion/VND 353.5 billion (15%) and public service capital disbursed more than VND 13 billion/VND 353.5 billion (13%).

At the meeting, Bac Tra My raised a number of difficulties and problems related to the implementation of national target programs on new rural construction, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.

Specifically, due to the policy of stopping the work of placing markers according to the planning, not meeting the criteria of average income per capita... some communes striving to meet the standards of new rural areas and advanced new rural areas by 2025, including Tra Giang, Tra Son and Tra Duong, are not eligible to prepare records for recognition of meeting the standards.

The unusual weather in the district has affected the organization of construction work according to the plan to implement national target programs for sustainable poverty reduction, causing delays in implementation progress. Meanwhile, the actual source of materials has increased abnormally compared to the estimated documents, some projects are stuck in construction sites, and the capacity of some contractors is limited, affecting the implementation of the project...

Concluding the meeting, Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested Bac Tra My to continue to make efforts to complete the capital allocation procedures, disbursement of investment capital and national target programs, ensuring progress according to the general policy.

Comrade Tran Anh Tuan noted that in the coming time, along with finding ways to resolve difficulties and obstacles, Bac Tra My will flexibly deploy capital allocation in a specific manner, especially capital disbursement. At the same time, focus on disbursing the poverty reduction and mountainous development program, promptly report to the Provincial Steering Committee the capital allocation list in the form of an appendix before May 15, 2025...
