Lesson 2: No force is strong enough to replace the leadership mission of the Communist Party of Vietnam.

In the current new context, if the Communist Party of Vietnam abandons its sole leadership role and implements pluralism and multi-party system, the country will inevitably fall into chaos, dispersion, and instability due to the struggle for power between parties and interest groups.

Correct verification from theory to practice

Based on the objective and scientific viewpoint of Marxism-Leninism, Ho Chi Minh's thought on the leadership role of the proletarian political party in the revolutionary process in countries. C. Marx and F. Engels, in their revolutionary and scientific theories, pointed out that the working class is the most modern, revolutionary and advanced class in society, but the working class can only fulfill its historical mission when it establishes a political party that assumes the leadership role, leading the working class and all people to carry out the revolution to escape from oppression and exploitation, abolish capitalism, and build a communist regime whose first stage is socialism. V. Lenin also emphasized that the Communist Party must play the sole role of leading the state and society, and be the one to guide development in all areas of social life.

Imbued with the principles of Marxism-Leninism, leader Ho Chi Minh determined that, for the national liberation revolution and socialist revolution in Vietnam to be victorious, first of all, there must be the leadership of the Communist Party. President Ho Chi Minh affirmed: “First of all, there must be a revolutionary Party, to mobilize and organize the people internally, and to connect with oppressed people and the proletariat everywhere externally. Only when the Party is strong can the revolution succeed, just as only when the helmsman is strong can the boat sail.”

Historical facts in Vietnam and around the world have proven the objective necessity of the leadership role of the Communist Party of Vietnam in all stages of the Vietnamese revolutionary process. No political organization can replace this role of the Communist Party of Vietnam. Any argument aimed at belittling or eliminating the leadership of the Communist Party of Vietnam over the Vietnamese revolution is contrary to the actual conditions of our country.

The need for the leadership of the Communist Party of Vietnam does not come naturally, it is a historical inevitability.

During the previous period of national liberation in Vietnam, in addition to the working class struggle movement led and guided by the Communist Party of Vietnam, there were national salvation and liberation movements of a number of other associations, unions and parties such as Duy Tan Association, Viet Nam Quang Phuc Association, Viet Nam Quoc Dan Dang... However, these organizations and parties, due to many different reasons, the main reason being that the guidelines and goals of those organizations and parties were not suitable to the development trend of the nation and the times, and could not gather and rally the masses... therefore they could not lead the national liberation movement in Vietnam and gradually disintegrated and failed.

Drawing from the collapse of the Soviet Union and the socialist regimes in Eastern European countries in the late 1980s and 1990s, it can be seen that one of the important reasons leading to the collapse of the political regimes in these countries was the abandonment, relaxation, and denial of the sole leadership role of the Communist Party, allowing hostile and reactionary forces to take advantage, neutralize, seize power, and lead the country down a different path when there were political events.

The Party always puts the interests of the class, people and nation above all else.

The nature, goals and policies of the Communist Party of Vietnam are for the interests of the working class, the people and the nation. The Party has no other interests.

Countries around the world have a ruling party that leads and holds the state to organize and manage the country, implement the ruling party's policies and political lines, and realize the interests of the ruling class. To evaluate the role and ability to lead a country of a ruling party, it is necessary to rely on and consider the nature, goals, and leadership lines of the ruling party, which are the core criteria to evaluate the role and ability to lead the country of the ruling party.

In essence, the Communist Party of Vietnam is the most elite organization of the working class, the people and the entire nation. The goals, ideals and interests of the Party are always consistent with the goals, ideals and interests of the working class, the nation and the entire Vietnamese people. The Party wholeheartedly serves the Fatherland, serves the people and the nation, and is recognized by the people and the nation as its vanguard. The purpose of the activities and policies of the Communist Party of Vietnam is to build a Vietnamese society of “rich people, strong country, democracy, fairness and civilization” and to imbue it with the teachings of President Ho Chi Minh: “Whatever is beneficial to the people, we must do our utmost to do, whatever is harmful to the people, we must avoid at all costs”.

The Party has enough courage, talent and prestige to lead the country and society.

In the current new context, the Communist Party of Vietnam is the only political party that fully possesses the qualities, capacity, and criteria to lead the country and people of Vietnam to develop.

Currently, besides the opportunities, there are still many challenges affecting the development of Vietnam: Cooperation, competition, and struggle between countries, especially big countries, are becoming increasingly complicated, with the risk of causing instability on a global scale; ethnic wars, regional wars, religious conflicts, and international terrorism are still likely to break out in new forms; the situation in the East Sea may become complicated; the world economy is slowing down, with the risk of falling into crisis and recession; extreme nationalism, big-power authoritarianism, pragmatism, and populism are increasingly emerging... That requires the party leading the country to unite and rally the masses; to have a pioneering and revolutionary spirit; to have collective strength and discipline; to be wholeheartedly devoted to the common interests of the people and the nation. In Vietnam today, to have the above conditions and factors, there is only the Communist Party of Vietnam.

Firstly, only the Communist Party of Vietnam has the political qualities and capacity to be worthy of leading the country in the new context.

The Communist Party of Vietnam is the most enlightened and tightly organized vanguard. The Party has created outstanding strengths and qualities and thanks to that, it has led our people and our country to overcome difficulties and challenges on the path of development, namely:

The strength of solidarity and unity in forming a solid bloc in terms of politics, ideology and action within the Party ensures the concentration of Party leadership. The solidarity and unity within the Party is based on the Party's goals and ideals, on the interests of the working class, the working people and the entire nation, on the promotion of democracy and respect for individual opinions. The unity in organization and method of action creates great strength for the Party to overcome difficulties and challenges.

Having a radical revolutionary spirit, strong fighting spirit, being trained and highly disciplined, being organized and operating closely and strictly according to the ideology and principles of Marxism-Leninism and Ho Chi Minh thought.

The Party's willingness to sacrifice, accept difficulties and hardships, and its ability to constantly rise up for the benefit of the working class, the working people, and the Vietnamese nation.

Second, only the Communist Party of Vietnam is closely attached to the people, gathering the masses to believe in and follow the Party.

The Party's leadership role is the responsibility and noble task that the Vietnamese people trust and entrust to the Communist Party of Vietnam. The Party's strength stems from its close relationship with the people, from the people's sympathy and support for the Party. The Party's leadership goal is for the people to truly be the masters of the country, so that all power "resides in the people". The Party is always responsible to the people and strengthens its flesh-and-blood relationship with the people, respects and promotes the people's right to mastery. The Party is trusted, supported, and recognized by the people as their vanguard, as their own Party. The people see that their fundamental interests are closely linked to the revolutionary cause led by the Party; the Party's goals and ideals are also the long-standing dreams and aspirations of the people and the nation.

The Party is always open-minded and constantly innovates to improve itself.

The Communist Party of Vietnam is not conservative but always innovates and updates, aiming to make the Party stronger, have the right direction, help the Party fulfill its mission and tasks, lead Vietnam to overcome difficulties and challenges, and gain one victory after another in the current new context.

The reality of the country and the world is constantly moving and changing, many new issues and new factors appear that need to be resolved. Our Party always seeks, learns, and summarizes reality to propose correct and appropriate guidelines and policies. The Party always pays attention to innovating the content and methods of leadership and governance of the Party so that the Party can fulfill all responsibilities and tasks in the revolutionary stages, especially the new responsibilities and tasks arising from current reality, so that the Party can always maintain its revolutionary and scientific nature, for the benefit of the masses, and always maintain close ties with the masses.

The Communist Party of Vietnam determines that the quality and capacity of Party members is decisive for the quality and capacity of the Party's leadership and governance. Therefore, the Party focuses on recruiting elite people into the Party and always purifies the Party, eliminating degenerate, revisionist, and opportunist elements from the Party.

The Party always tightens Party discipline to fight against degradation, negativity and corruption of a part of cadres and Party members, making the Party truly clean and strong. Our Party is well aware that a single ruling party, besides its basic advantages, also contains many risks, one of which is easy bureaucracy, distance from the masses, easy subjectivity... To avoid those risks, the Party always adheres to the chosen goals, constantly renews itself, improves political capacity, leadership capacity and strength in all aspects, maintains revolutionary ethics and a working style close to the people.

Thus, history has proven and affirmed the role and mission of the Communist Party of Vietnam as the only political party leading and guiding the Vietnamese nation and people to continue developing and keeping up with the trends of the times.

Therefore, the erroneous and speculative arguments about the role of the Communist Party of Vietnam, claiming that the Communist Party of Vietnam has exhausted its historical role and is no longer capable of leading the country, are reactionary, wrong, and groundless in both theory and practice. In theory, this argument is based on unscientific, illogical, unsystematic, and uncomprehensive analyses and comments. In practice, this viewpoint is also extremely one-sided, stereotypical, and unrealistic when it fails to clearly see the specific historical circumstances of Vietnam in the struggle for national liberation and the building of socialism, and does not acknowledge the achievements in the development of Vietnam under the leadership of the Communist Party of Vietnam over the past 93 years.
