Ms. Pham Thi Huyen, head of the Hai Van residential group (Chan May commune - Lang Co district), shared: “The people are upset because the concrete piles have existed for a long time, causing unsightly conditions and ruining the landscape. Furthermore, they occupy a significant area of water, affecting those engaged in aquaculture and fishing, and making boat travel difficult. They are also worried that during the rainy season, the water level will rise, and boats could get stuck.”
Along the western shoreline of Hai Van residential area, Chan May commune - Lang Co district ( Hue City), a long stretch of concrete piles is driven into Lap An lagoon. Many house frames and concrete piles are under construction but left unfinished in Lap An lagoon - part of Lang Co Bay. Ms. Huyen said that in the past, some people, whose origins are unknown, came and vandalized this concrete pile site. The purpose of this action is unclear, whether to steal the iron or for some other reason, but because the residential area lacks the authority and jurisdiction, it cannot take any measures to manage the situation.
According to our research, about 18 years ago, the Lang Co Tourist Area - Marina - Water Sports project was granted an investment certificate by the competent authority of Thua Thien Hue province (now Hue City) in 2007 to Ngoc Island Tourism Joint Stock Company (headquartered in Chan May commune - Lang Co) as the investor. This project was to be implemented on a 12-hectare plot of land and water in Hai Van residential area, Chan May commune - Lang Co (Hue City), with a total investment of over 80 billion VND. Upon receiving the investment certificate, Ngoc Island Tourism Joint Stock Company began piling and constructing some structures on the Lap An lagoon. Unfortunately, the project then stalled and eventually stopped completely. The reason was the project's slow progress and violations of investment and land laws. Accordingly, in August 2018, the authorities decided to terminate the project and reclaim the land in accordance with the Land Law.
After the project was terminated, the hundreds-meter-long pile field and reinforced concrete structures were left undismantled, detracting from the aesthetics, environment, and waterway traffic on Lap An Lagoon. The continued existence of this concrete pile field also raises concerns about the pristine ecosystem and negatively impacts the tourism brand of Lap An Lagoon and Lang Co Bay. Ms. Thai Thuy Minh, a tourist from Ho Chi Minh City, questioned: "Why haven't the local authorities and relevant agencies dismantled these concrete piles, leaving them to spoil the beauty of Lap An Lagoon?"
In discussions with local leaders, Mr. Tran Van Minh Quan, Chairman of the People's Committee of Chan May - Lang Co commune (Hue City), stated that the authority to manage the project belongs to the Management Board of Hue City Economic and Industrial Zone. To date, the project has been revoked, and the managing unit is also studying options for handling the concrete piles in the Lap An lagoon area.
According to Mr. Le Van Tue, Head of the Management Board of Hue City's Economic and Industrial Zone, the unit is making efforts to attract investment projects here. Once an investor conducts research, the unit will coordinate with relevant agencies and the new investor to develop a plan to utilize the abandoned pile sites mentioned above and existing unfinished constructions. If the new investor does not utilize them, the unit will also have a suitable alternative plan.
