(LĐ online) - In today's modern era, the indecisiveness and the idea of ​​"peace is precious" still exist in our society and take place in many agencies, units and organizations.

“Dỉ hòa vi quý” can be roughly understood as being easygoing, considerate, forgiving each other, avoiding conflicts, not criticizing each other, in order to keep things quiet, for a harmonious and happy atmosphere. “Đỉ hòa vi quý” is an attitude that considers harmony and peace to be the most precious; from there, it gives rise to being easygoing, not distinguishing right from wrong, right from wrong, and more seriously, equating good and bad; eliminating the spirit of struggle for development.

VIEWS ON “PEACE IS PRECIOUS”

During his lifetime, President Ho Chi Minh clearly pointed out the nature of fighting against those who have the habit of being indecisive and the ideology of “peace is precious”. In the work “Reforming the way of working” written in 1947, in the Viet Bac War Zone, he called those “smart people who eat people” “the third group”. They are opportunists, smart but not wise, thinking only of their own benefit in everything they do, forgetting the common interests and rights of others. Nowadays, “the third group” is what people refer to as those who have the ideology and expression of “peace is precious”.

The first origin of the idiom “peace is precious” is goodwill. Simply put, peace is happiness. Be patient, peace is precious, patience is noble. Don’t be quick to get angry, slander, insult each other, make a mountain out of a molehill, but “turn a big thing into a small thing, a small thing into nothing”.

As the original meaning is very good. However, over time, according to the complex developments in modern life, the meaning of this idiom is gradually misunderstood, misinterpreted, sometimes only understood to mean a cunning personality, never expressing one's own opinion, "avoiding the elephant does not make one lose face", avoiding offending others, especially offending superiors, leaders of agencies and units.

Not expressing one’s own views and opinions clearly, or “keeping one’s mouth shut” is the opposite of those who are judgmental, arrogant, sycophantic, and talk nonsense. Of course, both of these extremes need to be criticized. “Keeping one’s mouth shut” is “forbearance is worth nine blessings”, keeping internal matters secret and not hurting others is certainly a good thing. The danger lies in “keeping one’s mouth shut to take money”, which means one already has bad intentions.

In a certain agency, some people said to each other that Mr. A always spoke like a “turtle eating a fig”, without any opinions. When he had an opinion, he always relied on the opinion of his superiors, on the opinion of the collective, hoping to “clarify further” and “hope that”. When it was necessary to clarify what was wrong with this issue, what was right with it, his attitude, how it would be handled, he would “throw sand and dust” with ambiguous, double-worded sentences, such as: “Need to calculate more, should ask the base again, this issue is sensitive, can we postpone it to the next meeting?”; or someone said bluntly: “I vote with the majority”…

Why do the indecisiveness and the idea of ​​“peace is precious” persist so persistently? First of all, it is due to the attitude of seeking security. The congress is coming, the election is near, the mid-term vote of confidence will only take place in the near future; losing a vote may be due to “leakage of heaven”, so people have to hide in a harmless discussion of “strong progress on the path of development”. Silence is also due to some kind of tacit agreement, my interests, yours; “my group”, “your group”, with the thought that if we do not touch others, they will not touch us. And so people have chosen silence.

Why is it so persistent? Because of individualism in each person, the ego is too big. Sometimes it is because of being too passionate about power, too greedy for material things that we lose ourselves. Power and fame often corrupt people.

IMPROVING REVOLUTIONARY ETHICS

The 4th Central Conference (13th tenure) of the Party frankly assessed: The leadership capacity, fighting strength, self-criticism and criticism, inspection and supervision work of many Party organizations are still limited. Some Party committees and organizations have not been frank in fighting against signs of degradation, "self-evolution", "self-transformation", and even localism and group interests...

To achieve the goal of resolutely fighting against individualism, preventing, repelling, and strictly handling cadres and party members who have degraded in political ideology, morality, lifestyle, and manifestations of "self-evolution", "self-transformation", etc., the 4th Central Conference (13th tenure) identified the first task and solution as: Continuing to innovate and improve the quality of political and ideological work, self-criticism and criticism; in which, emphasizing: "Improving the quality of activities of party organizations, socio-political organizations, especially Party committees and standing committees of Party committees, promoting and strictly implementing self-criticism and criticism from the Central to Party cells, overcoming the situation of being considerate, avoiding, afraid of conflicts, "peace is precious".

In addition, it is necessary to focus on self-inspection and self-supervision of Party committees, Party organizations and organizations in the political system, promptly detect and correct violations from within as soon as they arise, and not let small violations accumulate into major shortcomings and mistakes.

In the article President Ho Chi Minh wrote on the occasion of the 39th anniversary of the Party's founding, he especially attached importance to the work of Party building with many solutions, but the most important, according to him, was first of all to "Improve revolutionary morality, wipe out individualism".

To achieve this, according to President Ho Chi Minh: “We must practice criticism and self-criticism seriously within the Party. We must welcome and encourage the masses to honestly criticize cadres and Party members. The Party cell's activities must be serious”... However, the situation of being afraid of criticism, “afraid to speak the truth” in Party cell activities and in the activities of Party committees and Party organizations is still quite common.

This is the fundamental cause of the loss of combativeness in party activities, leading to the failure to promptly prevent violations by cadres and party members, allowing long-term and serious violations to occur. Many cadres and party members who commit violations are still evaluated as having fulfilled their tasks well and are recommended for rewards and appointments to higher positions.

It is sad that most of the cases of cadres and party members violating ethics, lifestyle, discipline, law, especially corruption... are discovered by the masses, the press or higher authorities. Meanwhile, the Party cell and Party committee are the places that directly manage,educate , train and conduct inspection, supervision and evaluation of cadres and party members; people in the same Party cell and agency are often close, work together, understand each other's personalities and actions but do not discover violations to fight.

Obviously, what needs to be done immediately is to assign responsibility, remind and correct, and more seriously, strictly discipline cadres and party members who work together in the Party Committee and Party cells without criticizing or giving advice, allowing their comrades and teammates to violate the law and discipline, especially with serious and prolonged violations (as the Penal Code stipulates the crimes of "failure to report crimes" and "concealment of crimes").

In addition, it is necessary to issue regulations on evaluating cadres and party members on a 10-point scale for each content, including the spirit of self-criticism and criticism...; at the same time, classify cadres and party members in each party cell in numerical order (from best to worst) to increase the level of criticism in party activities, ensure more substantial evaluation results, and avoid the situation of "creating conditions for each other to complete their tasks well". Only then can we overcome the idea of ​​"peace is precious", deference, avoidance, not defending what is right, not fighting what is wrong.

It is very gratifying that besides the above stories, there are many shining examples around us. In agencies and units, there are many shining examples, honest examples, daring to speak frankly and truthfully. When we see the right thing, we protect it to encourage good people and good deeds, condemn opportunists and jealous people, and push for work to be completed. When we see the wrong thing, we speak out strongly to expose corruption, negativity, moral degradation, "self-evolution" and "self-transformation" lifestyles within the organization.

In Lam Dong, after more than 15 years of implementing Directive No. 10-CT/TW, dated March 30, 2007 of the Secretariat on "Improving the quality of Party cell activities", Instruction No. 09-HD/BTCTW, dated March 2, 2012 of the Central Organizing Committee on "Content of Party cell activities" and Resolution No. 22-NQ/TW, dated February 2, 2008 of the 10th Party Central Committee on "Improving the leadership capacity, fighting strength of grassroots Party organizations and the quality of cadres and Party members"; recently on November 15, 2018, Lam Dong Provincial Party Committee issued Regulation No. 04-Qdi/TU on "Criteria for assessing the quality of Party cell activities"; Directive 34 of the Provincial Party Standing Committee on promoting the sense of responsibility, dynamism, creativity, daring to think and act for the common interests of cadres and party members, determined to successfully complete the Resolution of the 11th Provincial Party Congress and the Resolution of the 13th National Party Congress.

In fact, the quality of party activities at the grassroots level and especially at the branch level in the whole province has been significantly improved and put into order. Thereby, the positive impact on building the branch is truly the core of leadership in performing well the political tasks of the agency and unit; it is the bridge between the Party and the masses.

Most of the basic Party cell meetings ensure leadership, education, combativeness, upholding the principles of organizing Party activities, raising the sense of organization and discipline of Party members. Democracy in Party cell meetings is truly expanded, especially in discussing and deciding on issues related to the functions and tasks of the Party cell and the responsibilities, obligations and rights of Party members. The spirit of self-criticism and criticism is promoted, protecting Party members who are outspoken in fighting against wrongdoings and negative manifestations; strengthening solidarity, unity and comradeship within the Party. In particular, Party members who are leaders and managers have demonstrated a pioneering and exemplary role in Party cell meetings for everyone to follow.

However, the implementation of the Party members' duties in Party cell activities according to the policies and instructions of the Central Committee and the Provincial Party Committee in some agencies, units and localities at times and places has not been seriously implemented; a number of cadres and Party members still show deference, fear of conflict, "peace is precious", the sense of organization, discipline and struggle for self-criticism and criticism is not high, they do not dare to fight against the wrongdoings and violations of their comrades and colleagues.

To strengthen the work of Party building and rectification, and overcome the situation of "peace is precious", in recent years, our Party has had many important policies and solutions. Regulation No. 08-QDi/TW, dated October 25, 2018 of the Central Executive Committee, requires cadres and Party members, first of all, Politburo members, Secretariat members, and Central Executive Committee members to "Seriously practice self-criticism and criticism; resolutely defend what is right, resolutely fight against what is wrong; do not take credit for blame. Courageously admit shortcomings and responsibilities".

The 4th Central Conference of the 13th tenure issued Conclusion No. 21-KL/TW, dated October 25, 2021 on promoting Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and Party members who have degraded in politics, ethics, and lifestyle, and manifested "self-evolution" and "self-transformation". The task in the coming time is to continue to improve the quality of activities of Party organizations and socio-political organizations, especially Party committees and Standing Committees of Party committees, promote and strictly implement self-criticism and criticism from the Central to the grassroots levels, overcome the situation of deference, avoidance, fear of conflict, and "peace is precious".

Regulation No. 37-QD/TW, dated October 25, 2021, also clearly defines one of the things that Party members are not allowed to do: Not complying with the principles of organization and operation of the Party; not fulfilling the responsibility of setting an example; individualism, opportunism, profiteering; "term thinking", solidarity in the same direction, formal democracy, not defending what is right, not fighting what is wrong; authoritarianism, dictatorship, bureaucracy, being distant from the masses...

Regulation No. 96-QD/TW, dated February 2, 2023 of the Politburo on taking a vote of confidence for leadership and management positions and titles in the political system; in the criteria for taking a vote of confidence, the regulation specifically states the assessment of "discipline awareness, compliance with the principles of organization and operation of the Party, especially the principles of democratic centralism, self-criticism and criticism", thoroughly implementing Regulation 144-QD/TW (dated May 9, 2024) Regulating revolutionary ethical standards for cadres and party members in the new period.

On December 9, 2022, speaking at the National Cadre Conference to disseminate and implement the Conclusions and Regulations of the Central Executive Committee on promoting Party building and rectification, late General Secretary Nguyen Phu Trong stated: "Any attitude of deference, avoidance, right-wing, "keeping your mouth shut and taking money" or extremism, wanting to take advantage of criticism to attack others, causing internal turmoil, is wrong."

At the 6th Central Military Commission Conference, term 2020 - 2025, General Secretary Nguyen Phu Trong, Secretary of the Central Military Commission, gave very profound instructions on personnel work in the Army: "... We must focus on training and developing the Army cadres in the spirit of "7 dares": "Dare to think; dare to speak; dare to do; dare to take responsibility; dare to innovate and be creative; dare to face difficulties and challenges and dare to act for the common good". It is thought that the spirit of "7 dares" that the late General Secretary mentioned should not only apply to cadres in the Army but should spread to all levels, all sectors, all organizations of the entire political system in Vietnam.

Thus, to combat the disease of “willful deafness” or the indecisiveness and the idea of ​​“peace is precious”, we must build a united and truly democratic bloc in the activities of the Party and socio-political organizations. The head of the agency or unit must be truly exemplary, uphold personal responsibility, and have a keen eye to recognize who is genuine, who is fake, who is temporarily silent for the common good, who is “keeping quiet to take the money”? When you do not speak out, it is not that everyone does not know, because there is another witness, which is your conscience.

And, something that never gets old: Seriously self-criticize and criticize so that the internal unity is truly mutual, understanding, trusting each other, aiming for good and humane values, for the comprehensive development and strength of the "exemplary model" of the agency and unit; at the same time, it is also the progress and maturity of each of our cadres and party members.
