After two days of urgent and serious work, with a spirit of democracy and high responsibility, the 9th session of the 15th People's Council, term 2021-2026, completed all the contents and programs set out. The delegates of the Provincial People's Council promoted their sense of responsibility, carefully studied the documents and contributed many profound, enthusiastic and quality opinions, contributing to the success of the session.
On behalf of the Chairman of the meeting, I would like to summarize some main points in the results of the 9th Meeting, as follows:
Firstly, on the assessment of the results of the implementation of the tasks of socio-economic development, national defense, security, finance and budget of the province in the first 6 months of 2024. The delegates all acknowledged and highly appreciated the efforts of all levels, sectors and the entire political system from the province to the grassroots level in the past time. In favorable conditions, difficulties and challenges intertwined; with high political determination and a spirit of solidarity and responsibility, the province has focused on leading, directing, proactively and synchronously implementing solutions, focusing on strategic and long-term tasks and promptly solving urgent problems of people's livelihood. The delegates focused on analyzing and evaluating the limitations and shortcomings and proposing synchronous, effective and feasible solutions to overcome difficulties and obstacles, striving to comprehensively complete the socio-economic targets in 2024 and the entire term.
Based on the discussion opinions of the delegates, the inspection reports of the Provincial People's Council committees and the explanatory and supplementary reports of the Provincial People's Committee, the Provincial People's Council voted to pass a resolution on the tasks of socio- economic development, national defense, security, budget revenue and expenditure in the last months of 2024, with 9 groups of key tasks and solutions: Timely and effectively deploy mechanisms and policies; focus on removing difficulties and obstacles; reform administrative procedures, improve the investment and business environment. Mobilize and effectively use resources for development investment associated with the development of the socio-economic infrastructure system. Promote production and business development, improve productivity, efficiency and competitiveness of industries, fields and products. Develop the economy in parallel with ensuring social security, social welfare, comprehensive development of cultural and social fields. Develop education and training, improve the quality of human resources and strengthen science and technology potential. Manage and use resources effectively; strengthen environmental protection and respond to climate change. Build a streamlined, effective and efficient apparatus; improve the effectiveness of inspection, examination, citizen reception, complaint and denunciation settlement; promote anti-corruption work, practice thrift and combat waste. Strengthen national defense, maintain political security, social order and safety. Improve the effectiveness of foreign affairs and proactively integrate into the international community.
Second, the Provincial People's Council voted and passed 25 resolutions, including many important and practical contents, which are orientations, mechanisms, policies, and solutions to promote socio-economic development, ensure social security, and improve the quality of direction and administration of the province such as: Updating and adjusting the Public Investment Plan; on land recovery, allowing change of land use purpose; on regulations on authority to decide on the procurement of goods and services at agencies, organizations, and units under the management of the province; on implementing the National Target Program; on amending, supplementing, and replacing a number of resolutions of the Provincial People's Council;...
Immediately after this Session, it is requested that the Provincial People's Committee, all levels, sectors, localities and units, according to their assigned functions, tasks and powers, proactively organize and implement in a synchronous and timely manner so that the resolutions of the Provincial People's Council come into life and achieve practical results.
Third, regarding the questioning and answering activities: Based on the opinions and recommendations of voters and the delegates of the Provincial People's Council, at this session, the Provincial People's Council agreed to question 3 members of the Provincial People's Committee, Directors of the Departments: Planning and Investment; Education and Training; Labor, War Invalids and Social Affairs and the Chief Justice of the Provincial People's Court. The questioning session was lively, frank, serious and responsible. The questions were short, concise and clear, the answers were direct and to the point. A total of 5 delegates spoke; 4 directors of departments and branches participated in answering the questions. After the questioning session, the Chairman of the session assigned the Standing Committee of the Provincial People's Council to issue a Notice concluding the questioning session; in which the tasks, solutions and specific time were clearly identified, requiring the Provincial People's Committee and agencies to resolutely and effectively implement the contents committed to implementing according to the schedule with the Provincial People's Council.

The ninth session of the Provincial People's Council was a great success.
