(BĐ) - On the afternoon of April 21, the Standing Committee of the Provincial Party Committee held a meeting of the Provincial Party Executive Committee (extraordinary session) to give opinions on the arrangement of administrative units under the chairmanship of the Standing Committee of the Provincial Party Committee: Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Kim Toan - Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

At the Conference, Chairman of the Provincial People's Committee Pham Anh Tuan presented a report on the approval of the Project on rearranging commune-level administrative units of Binh Dinh province in 2025. Accordingly, before the rearrangement, Binh Dinh province had 155 commune-level administrative units. After the rearrangement, the whole province had 58 commune-level administrative units, including 41 communes and 17 wards, a reduction of 97 administrative units (a reduction of 62.58%).

The arrangement of commune-level administrative units in Binh Dinh province is in accordance with the requirements of arranging administrative units, contributing to streamlining the apparatus, reducing staff, improving the efficiency and effectiveness of political organizations, managing grassroots authorities, structuring and improving the quality of cadres and civil servants, promoting the potential and effectiveness of socio-economic investment, in accordance with the tasks and development orientation of Binh Dinh province.

Regarding the Proposal on the Project of rearranging Gia Lai province and Binh Dinh province, establishing Gia Lai province on the basis of merging the entire administrative boundaries and population of Gia Lai province and the entire administrative boundaries and population of Binh Dinh province. Gia Lai province formed after the rearrangement has a natural area of ​​21,576.5 km²; a population of more than 3.153 million people; has 135 commune-level administrative units (including 110 communes and 25 wards). Gia Lai province after the rearrangement has a political-administrative center located in Quy Nhon city, Binh Dinh province today.

This project aims to implement the policies of the Politburo, the Secretariat, the Resolutions of the National Assembly Standing Committee, the Government's plans and the plans and directions of the Standing Committees of Gia Lai Provincial Party Committee and Binh Dinh Provincial Party Committee on the arrangement and merger of administrative units at all levels and the construction of a two-level local government organization model.

Discussing at the Conference, delegates all agreed on the plan to arrange provincial and communal administrative units; at the same time, they discussed the names of the units, administrative boundaries between units, and how to choose the location of the administrative headquarters after the merger.

At the Conference, the members of the Provincial Party Executive Committee voted to approve the Project on restructuring Gia Lai and Binh Dinh provinces and the Project on restructuring commune-level administrative units of Binh Dinh province in 2025.

Concluding the Conference, Secretary of the Provincial Party Committee Ho Quoc Dung assigned the task to the Provincial Party Committee and People's Committee to study and closely follow the Prime Minister's Decision approving the Project on rearrangement and reorganization of administrative units at all levels and the comments of the comrades attending the Conference, complete the Project on rearrangement of Gia Lai and Binh Dinh provinces and the Project on rearrangement of commune-level administrative units of Binh Dinh province in 2025, and submit it to the Provincial People's Council for comments. At the same time, promptly carry out procedures to build a new administrative center of the province in Nhon Hoi Economic Zone. Proactively arrange and use headquarters, handle public finances and assets after rearranging administrative units according to regulations; do a good job of propaganda and mobilization of people, create consensus and unity in the implementation of rearrangement of administrative units at all levels. Regarding the arrangement of commune-level administrative units, it is necessary to carefully and thoroughly research and consider the naming, carefully calculate historical, cultural, topographical, and headquarters location factors, ensuring that commune-level governments are streamlined, effective, efficient, close to the people, promptly serving the practical interests of the people, and reducing travel costs.
