The delegation listened to Mr. Nguyen Ngoc Minh, Director of Phuoc Binh National Park, report on the implementation of Sub-project 1 under Project 3 of the National Target Program on Socio -Economic Development in Ethnic Minorities and Mountainous Areas for the period 2021 - 2030, Phase I: From 2021 - 2025 (abbreviated as National Target Program 1719) on sustainable agricultural and forestry economic development associated with forest protection and increasing people's income. In 2024, the unit received support from the central budget of 1,817.3 million VND and local budget of 272.6 million VND.
The unit organized the contract to protect 2,390 hectares of forest for 90 ethnic minority households in Phuoc Binh commune. Each household receives an average of 26.5 hectares of protection with a payment of 400,000 VND/ha/year, increasing to 600,000 VND/ha/year from December 2024. Phuoc Binh National Park Management Board supports 21,810 kg of rice for 444 people for households participating in forest protection.
Being paid protection costs combined with rice support helps people raise awareness about forest protection management in the commune. At the same time, encourage community groups to actively participate in effective forest protection patrols.
The leaders of Phuoc Binh National Park proposed that superiors consider and allocate the special-use forest area of over 16,000 hectares under the management unit to ethnic minorities for protection, creating livelihoods for people to escape poverty sustainably according to Project 3 of the National Target Program 1719.
Concluding the working session with the Phuoc Binh National Park Management Board, Mr. Bach Van Duong - Head of the Ninh Thuan Provincial Ethnic Minorities Committee, acknowledged the unit's proposal to allocate special-use forest areas to local people under Project 3 of the National Target Program 1719. He requested the unit to ensure the disbursement of allocated capital in 2024; evaluate the implementation of Project 3 for local poverty reduction. At the same time, the unit focuses on creating livelihood models for local ethnic minorities to participate in forest protection associated with livestock farming, increase income, improve family life and escape poverty sustainably.
