On May 18, 2025, the Prime Minister signed a Decision appointing Colonel Tran Xuan Manh, member of the Provincial Party Standing Committee, Commander of the Lang Son Provincial Military Command, to hold the position of Deputy Commander and Chief of Staff of Military Region 1.
At the same time, according to the Decision of the Minister of National Defense , from May 30, 2025, Colonel Mai Xuan Phong, Deputy Commander and Chief of Staff of the Lang Son Provincial Military Command, was appointed to the position of Commander of the Provincial Military Command; Lieutenant Colonel Dam Xuan Bach, Deputy Chief of Staff of the Provincial Military Command, was appointed to the position of Deputy Commander and Chief of Staff of the Lang Son Provincial Military Command.
Regarding the handover, focus on the contents according to the functions, tasks, and responsibilities of the Commander of the Lang Son Provincial Military Command to Colonel Mai Xuan Phong. Including: characteristics, situation of the area, organization, staff; party organization, party members; quality of cadres, employees, non-commissioned officers - soldiers; weapons, technical equipment, facilities; budget, capital fund, finance, gasoline, defense land system, housing; results of the implementation of tasks of the Provincial Military Command in 2024 and the first 5 months of 2025...
Speaking at the conference, Comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, acknowledged and highly appreciated the contributions and dedication of Colonel Tran Xuan Manh during his time working at the Lang Son Provincial Military Command. He also hoped that in his new position, Colonel Tran Xuan Manh would continue to promote his capacity and practical experience, together with the Party Committee and the Military Region 1 Command, to lead and direct the building of a strong Military Region armed force. He would continue to pay attention and help the Lang Son Provincial Military Command in particular and the defense and military work in Lang Son province.
At the same time, he requested Colonel Mai Xuan Phong, in his position as Commander of the Provincial Military Command, to continue to inherit and promote the achieved results; quickly operate the work, together with the Party Committee and the Provincial Military Command, focus on improving the staff work for the Provincial Party Committee, People's Council, and Provincial People's Committee to lead, direct, and effectively organize the implementation of local defense and military tasks; build a clean and strong Provincial Military Party Committee, a comprehensively strong provincial armed force, and excellently complete assigned tasks; coordinate with functional forces in the province to participate in maintaining political security, social order and safety, and national border sovereignty, contributing to promoting the local socio-economic development. Agreeing with the opinions expressed by the Provincial Party Secretary, the Commander of Military Region 1 also requested that before the urgent time of implementing two-level local government (provincial and communal levels), in his new position, Colonel Mai Xuan Phong and the unit's command team need to focus on researching, advising and proposing on the organization and staffing of established regional defense clusters to soon stabilize and effectively carry out local defense and military tasks.
At the conference, Colonel Tran Xuan Manh and Colonel Mai Xuan Phong signed the minutes of handover of the position of Commander of the Lang Son Provincial Military Command, witnessed by the Commander of Military Region 1.
