Issue new electricity price list, household electricity from 6 to 5 levels

Deputy Prime Minister Bui Thanh Son has just signed Decision No. 14/2025 regulating the structure of retail electricity prices, replacing Decision No. 28/2014. Some notable contents are that the retail electricity price for the group of customers using electricity for household purposes is adjusted down from 6 levels to 5 levels, with the price increasing gradually to encourage the use of electricity economically and efficiently.

Specifically: Level 1: First 100 kWh - Ratio compared to average retail electricity price is 90%. Level 2: From 101-200 kWh is 108%. Level 3: From 201-400 kWh is 136%. Level 4: From 401-700 kWh is 162%. Level 5: Over 700 kWh is 180%.

Thus, according to the new price list, the lowest electricity price (level 1) is about 1,984 VND per kWh and the highest (level 5) is 3,967 VND per kWh, excluding VAT. The new retail electricity price list has a difference of about two times between levels 1 and 5. This issue has been explained by the Ministry of Industry and Trade to encourage the use of electricity economically, effectively and in line with world trends. With this new retail electricity price list, households that use a lot of electricity, over 400 kW per month, will have higher electricity bills.

The new price list is not yet effective. According to regulations, Decision 14/2025 will only be applied from the most recent adjustment of the average retail electricity price after the effective date. While waiting for adjustment, the old price list according to Decision 28/2014 will continue to be applied.

Regarding electricity support, poor households according to the criteria of relevant legal regulations in each period are supported with electricity for living purposes, the monthly support level is equivalent to the electricity cost for using 30 kWh calculated according to the current retail price of level 1 household electricity.

Social policy households (not poor households eligible for electricity support according to the above regulations) using no more than 50 kWh will also receive the same level of support. Funding for electricity support for poor households and social policy households is allocated from the state budget and other legal financial sources according to the law. In addition, the decision also stipulates the electricity price in rural, mountainous, border and island areas not yet connected to the national grid, applied according to the relevant provisions of the Electricity Law 2024.
