Attending at the Ba Ria Vung Tau province bridge were Mr. Le Ngoc Khanh, Vice Chairman of the Provincial People's Committee; leaders of Business Associations and investors in the area.
Right before the Dialogue, the Prime Minister , Deputy Prime Ministers, and leaders of ministries and branches performed the button-pressing ceremony to launch the National Legal Portal, accompanying people and businesses into a new era.

Trust and create maximum conditions for businesses
According to Deputy Minister of Finance Le Tan Can, Resolution 68/NQ-TW sets out 8 groups of tasks and solutions demonstrating the spirit of innovation, closely following 3 strategic breakthroughs in institutions, human resources and infrastructure, within the overall 4 major resolutions of the Politburo - considered the "Quad Pillars".
To put the resolution into practice, he requested ministries, branches and localities to urgently develop and issue plans to implement Resolutions 138 and 139/NQ-CP on implementing Resolution 68, ensuring the "6 clear" principle.
Along with that, it is necessary to focus resources on implementation on schedule and quality. Associations and enterprises must improve their capacity, promote their role as a bridge with management agencies, participate in policy criticism, spread business culture; operate in accordance with the law, innovate thinking, and unite for development. Large enterprises must lead and support SMEs to gradually mature and reach higher scales.
At the seminar, representatives of associations, businesses and scientists contributed many opinions and recommendations on private economic development.
Mr. Nguyen Van Than, Chairman of the Vietnam Association of Small and Medium Enterprises, commented that Resolution 68 of the Politburo on private economic development shows unprecedented breakthroughs in development concepts and thinking. The Resolution has set out specific and drastic goals, tasks and solutions, focusing on core issues to promote the rapid and sustainable development of the private economic sector.
“In Resolution 138 on the Government’s action plan and Resolution 198 of the National Assembly on specific policies for private economic development, the requirements, tasks and progress of policy development, completion and implementation have been clearly stated. The Association is committed to carefully studying these resolutions to effectively implement them in practice, contributing to the sustainable development of the business community and the national economy,” said Mr. Nguyen Van Than.
According to Mr. Truong Gia Binh, Head of the Private Economic Development Research Board under the Administrative Procedure Reform Advisory Council, the business community compared the application of Resolution 68-NQ/TW of the Politburo on private economic development to “a drought meeting a shower”. This is a new hope, an expectation of the “trust” of the Party, Government and State.

Enterprises hope that the Party, Government and State will always support and create the most favorable conditions for everyone to have the opportunity to develop and serve the economic development of the country.
“During his lifetime, General Vo Nguyen Giap shared with businessmen that it is time for us to have “new Dien Bien Phu battles”. We need to sit down to plan for the 2055-2030 campaign with new “battles” such as developing the North-South high-speed railway, developing global traffic junctions, building a world financial center, promoting technology development, tourism and agriculture...
Mr. Tran Manh Bao, Chairman of the Vietnam Seed Trade Association, suggested that the State should soon develop and issue a separate mechanism for science and technology enterprises in the agricultural sector, including land, credit, tax, and training. Second, amend the Law on Cultivation, unifying it with other laws. Third, create funds to support innovation, prioritizing private enterprises with research and application capacity. Finally, develop and issue a mechanism for cooperation and transfer between the private and public sectors.

Both government and businesses must make breakthroughs for development.
Concluding the discussion, the Prime Minister outlined 7 groups of tasks and solutions for the Government and ministries in developing the private economy. Accordingly, the Government, ministries, sectors and localities must properly perform their role as creators and not get caught up in specific tasks.
Focus on building institutions, strategies and policies; promote post-audit; honor deserving entrepreneurs, handle violations promptly, without affecting the reputation of enterprises.

The Government continues to promote three strategic breakthroughs in institutions, infrastructure, and human resources; strongly decentralize, reduce procedures, costs, and time for businesses; expand development space and enhance competitiveness. At the same time, maintain political stability, social security, and cyber security to create a foundation for sustainable development.
The Prime Minister requested regular dialogues with businesses and solutions to difficulties within 2 weeks, “whether successful or not must be clearly stated”. Policy proposals must be seriously accepted, otherwise they must be explained. Banks, finance and relevant ministries need to regularly review policies and promptly make flexible adjustments to support businesses to overcome difficulties and develop strongly and sustainably.

The Prime Minister also expressed his hope that businesses and entrepreneurs will continue to play their role in national development with six specific contents. First, operate in accordance with the law, uphold business ethics and civic responsibility. Second, pioneer innovation, digital transformation, and apply modern technology, especially source technology and core technology for the national interest. Third, strengthen links between private enterprises, FDI enterprises and the state to form a comprehensive supply chain, reaching out globally.
Fourth, business households need to transform into enterprises; small enterprises grow into large enterprises; large enterprises develop into global corporations. Fifth, actively contribute to social security, promote equality in access to infrastructure, education, healthcare, especially social housing. Sixth, work with the Government and ministries and sectors to create development, build institutions, infrastructure, and train human resources, for the goal of sustainable development, protecting the Fatherland and improving people's lives.
