
According to the Ministry of Culture, Sports and Tourism, digital transformation is identified as an inevitable trend and strategic driving force, directly impacting citizens, businesses, and creative communities in the fields of culture, sports, tourism, and family. The focus of the strategy is to build a synchronized digital infrastructure; develop a unified specialized database; ensure information security and safety; thereby enhancing the effectiveness and efficiency of state management and the quality of social services.
The Digital Transformation Strategy is built in conjunction with the Data Strategy, forming two interconnected and mutually supportive pillars: Digital transformation defines goals and direction, while digital data serves as the core foundation for realizing those goals.
By 2030, the Ministry of Culture, Sports and Tourism aims to establish an e-government system progressing towards a digital government within the Ministry; modernize operational methods; innovate the operating models of organizations, units, and businesses; develop digital culture and digital citizens; and contribute to digital economic growth and the building of a digital society. The Ministry strives for 100% of eligible public services to be provided online throughout the entire process, integrated on the National Public Service Portal; and for the development of industry-specific digital platforms to be open, secure, and reliable.
The strategy is divided into two phases:
Phase 2025-2027: Building the foundation and accelerating transformation. This is a crucial phase for perfecting institutions, investing in technical infrastructure, digitizing core data, and enhancing basic digital skills for officials and citizens. The results achieved during this phase will be decisive for the next stage of development.
Phase 2028-2030: Synchronization, comprehensiveness, and creating new value. Once the foundation is ready, the Ministry will implement synchronized solutions to deeply leverage data, integrate intelligent management systems, and operate comprehensive digital processes, thereby creating real added value for the industry and society.
The issuance of the Digital Transformation Strategy for the period 2025-2030 affirms the determination of the Ministry of Culture, Sports and Tourism to keep pace with technological trends, innovate management thinking, enhance competitiveness, and make practical contributions to the development of Vietnam's digital economy.
