Deputy Prime Minister Tran Hong Ha signed Decision No. 1371/QD-TTg promulgating the Plan to implement the Lang Son Provincial Planning for the period 2021 - 2030, with a vision to 2050.

Lang Son focuses on investing in key industries and fields to promote socio -economic development.

Focus on investing in infrastructure of border economic zones

According to the Plan, for public investment projects, focus on implementing investment projects, continue to review and update ongoing projects in the 2021-2025 period and ensure feasibility in the 2026-2030 period in the field of regional, inter-regional and inter-district connectivity transport, which plays an important role in urban development, development of important industries, products and fields of the locality; especially routes that create new development space, enhance connectivity with provinces in the Northern midland and mountainous region such as Bac Giang, Thai Nguyen, Cao Bang, Bac Kan and Quang Ninh province. Open new and upgrade provincial roads, intersections connecting with the Bac Giang - Lang Son expressway and the Huu Nghi - Chi Lang border gate expressway.

At the same time, effectively use public investment capital, invest with focus and emphasis in key sectors and fields, projects to create spillover momentum, promote socio-economic development; focus on investing in infrastructure of border economic zones; complete the technical infrastructure system to meet the criteria of the Global Geopark, Mau Son National Tourist Area, tourist areas and spots of the province; restore, embellish and promote the value of special national relics of Bac Son and Chi Lang, national relics, provincial relics...

Priority areas for attracting investment

For investment projects using capital sources other than public investment capital, in the period of 2021 - 2030, priority will be given to attracting investment projects in the following fields: industry; services; agriculture, forestry and fisheries; Dong Dang - Lang Son border gate economic zone and border gates in the province. Specifically:

Industrial sector: Prioritize attracting investment in infrastructure of industrial parks in Huu Lung, Chi Lang, Loc Binh districts; industrial clusters are located in convenient connection locations with economic corridors along the Bac Giang - Lang Son highway, National Highway 4A and Dong Dang - Tra Linh highway connecting Lang Son with Cao Bang, National Highway 4B connecting Lang Son with Quang Ninh; projects to develop production and processing industries, focusing on large-scale processing of agricultural and forestry products, processing and manufacturing facilities applying high technology and clean technology; projects to develop renewable energy, develop stages in the wind power supply chain; supporting industries, electronics, recycling and production of export goods.

Service sector: Prioritize attracting projects for trade and economic services at border gates; tourism; transportation, warehousing, logistics services; education and healthcare services in the direction of high quality, civilization and modernity. Especially projects for developing specific tourism products and building a brand for Lang Son tourism, making tourism a key economic sector with a synchronous infrastructure system, diverse products, branded and highly competitive. Complete synchronous investment in technical infrastructure of Mau Son National Tourist Area.

Agriculture, forestry and fishery sector: Prioritize attracting projects to promote the development of a number of unique, endemic, high-quality agricultural product chains according to the value chain; projects to develop livestock production in the direction of concentrated farms, modern industry, applying high technology combined with traditional livestock; investment projects in high-tech agricultural, forestry and fishery zones; projects to contribute to improving the quality of planted forests, projects to develop large timber and medicinal plant plantations under the forest canopy.

For Dong Dang - Lang Son Border Gate Economic Zone and border gates in the province: Focus on attracting and expanding projects to develop large-capacity warehouses with diverse functions depending on the characteristics of the goods and the circulation process of import and export goods at the border gates. Focus on completing the pilot investment and operation of smart border gates.

9 key tasks and solutions

According to the Plan, Lang Son province will carry out 9 key tasks and solutions to implement the Lang Son Provincial Planning for the period 2021 - 2030, with a vision to 2050, including: Completing the synchronous planning system; completing development mechanisms and policies and promoting regional linkages; attracting development investment; developing human resources; developing science and technology; ensuring social security; protecting the environment; ensuring financial resources; ensuring national defense and security.

In particular, Lang Son focuses on effectively implementing the pilot project to build smart border gates; building and completing projects to officially open and upgrade secondary border gates, customs clearance routes/specialized roads for transporting goods, upgrading bilateral border gates and international border gates in the province.

Promote administrative reform, continue to improve the investment environment, enhance the province's competitiveness; quickly complete technical infrastructure, prioritize investment resources for key projects to promote and support professional investment, attract non-budgetary resources to develop industries and fields with competitive advantages to attract investment. Focus on resolving difficulties for projects that have been approved for investment policy; review, revoke, and terminate projects that are slow to implement and ineffective.
