(GLO)- After 10 years since its re-establishment, with the attention, leadership and direction of the Provincial Party Committee, the coordination of agencies, departments, branches and localities, the direction and guidance on professional matters of the Central Internal Affairs Committee, cadres and civil servants of the Gia Lai Provincial Party Committee's Internal Affairs Committee have promoted the tradition of solidarity, efforts and high determination, overcome difficulties, achieved many important results, gained the trust of Party committees and authorities, and contributed to strengthening the people's trust in the leadership of the Party and State.
On January 5, 1966, the Politburo issued Resolution No. 133-NQ/TW on the establishment of the Central Legal Committee, the predecessor of the Central Internal Affairs Committee and the entire Party Internal Affairs sector later. After the liberation of the South and the reunification of the country (April 30, 1975), in order to fight, prevent and defeat the sabotage plots of hostile forces and strengthen the building and protection of the law, the Secretariat advocated the consolidation of law enforcement agencies from the central to local levels.
On October 1, 1980, the Standing Committee of the Gia Lai- Kon Tum Provincial Party Committee decided to establish the Provincial Party Committee's Internal Affairs Committee, an agency under the direct leadership of the Provincial Party Committee, with the task of advising the Provincial Party Committee on internal affairs work in the entire province to ensure the leadership of the Provincial Party Committee in accordance with the Party's guidelines and policies and the State's laws in all sectors and levels. In July 1984, implementing Decision No. 41-QD/TW dated April 5, 1984 of the Central Party Secretariat on the organization of the apparatus and staff of Party agencies and mass organizations, the Standing Committee of the Provincial Party Committee decided to dissolve the Provincial Party Committee's Internal Affairs Committee and establish a Research Group on internal affairs work in the Provincial Party Committee Office under the direct leadership of the Provincial Party Committee Secretary.
After completing the separation of Gia Lai and Kon Tum provinces in 1991, in response to new tasks, on October 31, 1992, the Standing Committee of the Gia Lai Provincial Party Committee issued Decision No. 54-QD/TU to establish the Provincial Party Committee's Internal Affairs Committee headed by Comrade Nguyen Duy Khanh, Standing Deputy Secretary of the Provincial Party Committee and Head of the Committee. In 2000, the Provincial Party Committee's Internal Affairs Committee was dissolved. In addition, on November 6, 2006, the Provincial People's Committee decided to establish the Provincial Steering Committee for Anti-Corruption (PCNT) to strengthen direction and improve the effectiveness of anti-corruption work in the province.

Pursuant to the Conclusion of the 5th Conference of the 11th Party Central Committee and Regulation No. 183-QD/TW dated April 8, 2013 of the Party Central Committee Secretariat on the functions, tasks, and organizational structure of the Provincial Party Committee's Internal Affairs Committee and the Central City Party Committee, on May 16, 2013, the Provincial Party Committee Standing Committee issued Decision No. 912-QD/TU on the establishment of the Provincial Party Committee's Internal Affairs Committee on the basis of merging the organizational structure and staff of the Provincial Steering Committee Office on Anti-Corruption and the Internal Affairs - People Reception Department under the Provincial Party Committee Office. On June 28, 2022, the Provincial Party Committee Standing Committee issued Decision No. 591-QD/TU to establish the Provincial Steering Committee on Anti-Corruption and Negative Affairs.
These are events of great significance. The Provincial Party Committee's Internal Affairs Committee has a complete organizational structure, functions and tasks, and is identified as a professional agency for internal affairs, anti-corruption, corruption and judicial reform of the Party; assigned with 5 main groups of tasks: research, proposal; guidance, inspection; appraisal of internal affairs, anti-corruption, corruption and judicial reform; participation in personnel work; performing the tasks of the Standing Office of the Judicial Reform Steering Committee, the Standing Office of the Provincial Steering Committee for Anti-corruption, Corruption and other tasks assigned by the Standing Office of the Provincial Party Committee.
After 10 years since its re-establishment, with the attention, leadership and direction of the Provincial Party Executive Committee, the Provincial Party Standing Committee, the Provincial Party Standing Committee, the effective coordination and assistance of agencies, departments, branches and localities, the enthusiastic direction and guidance on Party internal affairs work of the Central Internal Affairs Commission, cadres and civil servants of the Provincial Party Committee's Internal Affairs Commission have promoted the tradition of solidarity, great efforts, high determination, overcome difficulties, achieved many important results, created the trust of Party committees and authorities, contributed to strengthening the people's trust in the leadership of the Party and State in internal affairs, anti-corruption, negativity and judicial reform.
Firstly, the Provincial Party Committee's Internal Affairs Committee has made efforts to perform well its advisory tasks and proposed the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee to issue many resolutions, directives, regulations, conclusions, programs, and plans to effectively lead and direct the implementation of the Party and State's policies and guidelines on internal affairs, anti-corruption, negativity, and judicial reform.
Second, proactively coordinate to monitor and grasp the situation "from afar, from the grassroots"; thereby forecasting, evaluating, researching, advising, and proposing to the Provincial Party Standing Committee and the Provincial Party Standing Committee to lead and direct Party committees and authorities at all levels to well implement local defense and military tasks; work to ensure national security, maintain social order and safety...; making an important contribution to maintaining political and social stability and promoting economic development.
Third, be proactive, creative, courageous, resolute, and effectively advise the Provincial Party Standing Committee, the Provincial Party Standing Committee, the Provincial Judicial Reform Steering Committee, and the Provincial Steering Committee for Anti-Corruption and Negative Matters in leading and directing the work of detecting and handling corruption and negative matters. Many corruption cases have been brought to trial strictly, with the right people, the right crimes, and the right law, and have been supported and agreed upon by the people.
Fourthly, the work of monitoring, guiding, inspecting and supervising the implementation of the Party's guidelines and resolutions, the State's policies and laws on internal affairs, anti-corruption and negativity has been given attention and has become increasingly systematic and effective. The Provincial Party Committee's Internal Affairs Committee has advised the Provincial Party Committee's Standing Committee to establish 6 inspection teams to initiate investigations, prosecute and try corruption and economic cases and review socio-economic inspections and the implementation of the State Audit's conclusions in 16 localities; inspect the leadership and direction of the implementation of 3 construction investment projects in the province; have discovered and directed Party committees at all levels to consider transferring 7 cases with signs of crime to the investigation agency for investigation and clarification.
The Provincial Party Committee's Internal Affairs Committee has inspected and supervised 22 Party committees at all levels in leading, directing and organizing the implementation of resolutions and directives of the Central and Provincial Party Committees on internal affairs, anti-corruption and negativity. Thereby, urging and reminding agencies to better implement internal affairs, anti-corruption and negativity and judicial reform; removing difficulties and obstacles; directing and thoroughly handling complicated corruption and economic cases and incidents that are of public concern.
Fifth, proactively and actively perform well the tasks of researching, proposing, and advising the Provincial Party Standing Committee and the Provincial Party Standing Committee on policies and directions for handling a number of cases and cases according to Party regulations, State laws, and urgent, prominent, and complicated issues related to security and order in the area.

Sixth, actively advise on promoting judicial reform, effectively directing the implementation of judicial reform goals and tasks; especially implementing Resolution No. 48-NQ/TW dated May 5, 2005 of the Politburo on the Strategy for building and perfecting the legal system until 2010 and orientations to 2020; Resolution No. 49-NQ/TW dated June 2, 2005 of the Politburo on the Strategy for judicial reform until 2020; Resolution No. 27-NQ/TW dated November 9, 2022 of the 13th Party Central Committee on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period. Thereby, contributing to building and perfecting the socialist rule-of-law state of Vietnam; improving the effectiveness and efficiency of judicial activities, protecting the interests of the State, and the legitimate and legal rights and interests of organizations and individuals.
Seventh, the organization and apparatus of the Provincial Party Committee's Internal Affairs Commission have been consolidated and improved; the experience, working skills and work efficiency of the staff and civil servants have been improved; the trust of Party committees, agencies, units, localities and people in the Provincial Party Committee's Internal Affairs Commission has been enhanced; the role and position of the Provincial Party Committee's Internal Affairs Commission have been increasingly affirmed.
To achieve the above results in the past time, the following issues can be drawn: Internal affairs, anti-corruption, negativity and judicial reform are very important fields, but also very difficult, complicated and sensitive; therefore, it is necessary to take advantage of the leadership and direction of the Provincial Party Committee, the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee, the Judicial Reform Steering Committee and the Provincial Anti-corruption and Negativity Steering Committee, and the professional guidance of the Central Internal Affairs Committee. It is necessary to grasp the functions, tasks and powers, have scientific and methodical methods and ways of working, and must be in the right role and know the lesson, as directed by the General Secretary. It is necessary to coordinate closely, smoothly, synchronously and promptly with relevant agencies and organizations, especially agencies in the Provincial Internal Affairs Bloc in performing tasks on the basis of Party regulations and State laws.
Along with that, regularly build and perfect the organizational apparatus, attach importance to training, fostering, and building a team of cadres and civil servants with courage, knowledge, experience, modesty, receptiveness, exemplary, dedicated, keeping themselves clean and honest, regularly learning to improve their qualifications, and accumulating experience to meet the requirements of tasks in the new situation.
Looking back over the past 10 years, the achievements of the Party's Internal Affairs sector in general and the Provincial Party Committee's Internal Affairs Commission in particular, although still modest compared to the requirements and tasks set out, are encouraging results, an honor, pride, and motivation for the Provincial Party Committee's Internal Affairs Commission to continue striving in the coming time.
With positive and important contributions to the cause of local construction and development, many generations of cadres and civil servants of the sector have matured and held important positions in the province. The Provincial Party Committee's Internal Affairs Committee has been awarded certificates of merit and emulation flags by the Prime Minister, the Central Internal Affairs Committee and the Provincial People's Committee; many individuals have been awarded the Second and Third Class Labor Medals by the President, and certificates of merit by the Prime Minister and the Chairman of the Provincial People's Committee...
