Ensuring security and safety for the 10th grade entrance exam

From June 6 to 8, 2025, the 10th grade entrance exam for the 2025-2026 school year in Ha Nam province will be held. With the drastic and synchronous direction of the Provincial People's Committee, the close participation of sectors and localities and the proactiveness of the police force, the work of ensuring security and order for the exam has been comprehensively and methodically deployed, contributing significantly to the organization of the exam safely, seriously and in accordance with regulations.

In order for the 2025-2026 high school entrance exam to be serious, objective, effective, in accordance with regulations, accurately assessing the level of learners, and accurately reflecting the quality of teaching and learning, the Provincial People's Committee has directed departments, branches, People's Committees of districts, towns, cities and related units to focus on implementing many measures in a close, comprehensive and practical manner in organizing the exam. Implementing this direction, the Ha Nam Provincial Police have proactively developed a plan to ensure security and safety for the exam and deployed it to each professional unit and grassroots police. Accordingly, in this exam, basically all professional activities at the exam sites will be undertaken by the police at the commune, ward and town levels. This is a major innovation in the method of organizing forces, closely following the policy of decentralization and delegation of power, bringing regular police to the grassroots level to perform tasks of ensuring security and order.

Lieutenant Colonel Nguyen Cao Cuong, Head of the Internal Political Security Department (PA03), Provincial Police, said: The Provincial Police have closely coordinated with the education sector to deploy measures to ensure security for the exam, especially the confidentiality of exam papers; ensuring the safety of exam supervision, marking, transportation and storage; maintaining security, order and safety at exam venues; preventing cheating during the exam. The police force of communes, wards and towns is the core force that has been thoroughly trained in ensuring exam safety and security; and is assigned specific tasks to proactively handle any arising situations.

At the examination sites, at least 10 police officers and soldiers are assigned to patrol and control order in the examination area; prevent and promptly handle unusual situations. Fire safety control, network security, high-tech equipment... are also deployed synchronously, especially closely monitoring the printing and copying of exam papers with three closed protection rings, absolute isolation, no internet connection. Ha Nam Provincial Police will also increase patrols and inspections of accommodation facilities, photocopying services, and electronic equipment around the examination sites to prevent, detect, and handle acts of abetting exam cheating...

This year's 10th grade entrance exam takes place in the context that the whole province is promoting the streamlining of the administrative apparatus, perfecting the organization of the police force in the direction of regularization, closeness to the people, and closeness to reality. Therefore, the task of assigning the police force at the commune, ward, and town levels to ensure security and order for the exam is not only suitable for the situation but also helps this force effectively promote its core role in reality. At each exam site, the grassroots police force not only provides security from outside the exam area, but also directly supervises the process of receiving and delivering exam papers, preserving exam papers, and transporting exam papers. Exam rooms and exam paper storage rooms are strictly guarded 24/7, tightly sealed, and the entire process of on-duty and full meetings is recorded.

At the end of each exam session at each exam site, the team leaders - who are the police of the communes, wards and towns where the exam sites are located - must prepare a report after each exam session stating the number of absent candidates, the security situation, any violations, if any, in order to have a timely handling plan... and send it to Department PA03 - the unit advising and presiding over the implementation of the plan of the Provincial Police. In addition, the traffic police force and the grassroots police will strengthen coordination to ensure security, order and traffic safety during the exam days; regulate vehicles at the exam sites, ensuring that candidates arrive at school on time and safely.

With high political determination and the synchronous participation of all levels and sectors, especially the police andeducation sectors, Ha Nam province is determined not to let any mistakes, even the smallest ones, occur in this year's 10th grade entrance exam.
