Concluding the conference, Standing Vice Chairman of the City People's Committee Ho Ky Minh praised the results achieved in recent times when Chairmen of the People's Committees of wards and communes promoted the role of the government in directing, managing and implementing preferential credit policies at the grassroots level.
In the coming time, the Chairmen of the People's Committees of wards and communes will focus on implementing the following key tasks: advising the Party Committee to effectively implement Directive No. 39/CT-TW dated October 30, 2024 of the Party Central Committee on improving the effectiveness of social policy credit in the new period; Decision No. 05/QD-TTg dated January 4, 2023 of the Government on approving the development strategy of the Vietnam Bank for Social Policies until 2030.
The Chairman of the People's Committee of the ward or commune ensures that the loan goes to the right beneficiaries and coordinates with savings and loan groups to monitor the effective use of capital.
Regarding the arrangement and reorganization of administrative units at all levels, the People's Committees of newly established wards and communes need to arrange convenient policy credit transaction points, ensuring conditions for people to come to work and transact.
Chairmen of People's Committees of wards and communes directly participate in meetings at commune transaction points to direct and handle local problems; continue to support facilities for commune transaction points.
The city police directed the ward and commune police to arrange forces to be on duty at fixed transaction points of the Social Policy Bank at locations arranged by the ward People's Committee to ensure security and safety of social policy credit activities.

Reported at the conference, as of April 30, 2025, the total policy credit capital reached 5,596 billion VND, the total outstanding debt reached 5,586 billion VND; the average outstanding debt of a commune and ward in the whole city reached 118.8 billion VND.
The city has 1,932 savings and loan groups, of which 1,894 savings and loan groups have no overdue debt, accounting for 98.03% of the total number of groups. The quality of policy credit activities is always maintained, of which 24 communes and wards have no overdue debt.
On this occasion, 24 individuals who are Chairmen of Ward and Commune People's Committees received awards from the Head of the Board of Representatives of the City Social Policy Bank for their achievements in social policy credit activities.
