Ensuring water source for winter-spring crop production

(QBĐT) - In the 2023-2024 winter-spring crop, the whole province will plant about 29,500 hectares of rice and more than 23,000 hectares of other crops. In particular, rice is currently entering the final tillering stage, requiring water to fertilize the panicle, so the Department of Agriculture and localities are proactively taking measures to ensure water sources for production.

Water sources stored in dams and irrigation reservoirs in the province are basically guaranteed to serve agricultural production and people's lives. However, according to the weather assessment of the National Center for Hydro-Meteorological Forecasting, there is a risk of drought in the dry season, and some reservoirs may lack water in the summer-autumn crop of 2024. The agricultural sector and localities are actively implementing solutions to save water resources, ensuring adequate water supply for the winter-spring crop.

Director of Irrigation Works Exploitation Company Limited (KTCTTL) Tran Hong Quang said: The company is assigned to manage and exploit 35 reservoirs (including 18 newly handed over to local authorities), 3 dams and My Trung saltwater dam, serving irrigation and water supply for agricultural production in the whole province, supplying raw water for domestic water plants and economic sectors.

“Strengthening communication about water resources, drought, water shortage, and saltwater intrusion to people, authorities at all levels, and relevant agencies is one of the effective solutions that local units need to focus on to raise awareness of using water resources economically and effectively today,” added Tran Xuan Tien, Head of the Irrigation Sub-Department.

Duy Ham pumping station is pumping and releasing water so that people can proactively bring water into the fields for fertilization.

To ensure water supply for production, right from the beginning of the crop, the company has directed branches to closely follow the area, mobilize farmers to build dams, build embankments to retain water in the fields for planting, urge units to use water to dredge and repair canals in the fields, apply reasonable, scientific and water-saving irrigation and drainage measures. In addition, the company has strengthened the inspection and supervision of the implementation of water use plans, checked water consumption for each irrigation period to limit water loss in canals and fields, save water and electricity consumption. Currently, the entire winter-spring crop production area is under the responsibility of the company for irrigation to ensure timely water supply according to the growth cycle of crops and save water in the lake for summer-autumn crop production.

At Duy Ham pumping station, Quang Ninh Irrigation Branch, employees are still operating water pumps for irrigation of rice. Mr. Nguyen Thanh Phung, Head of Quang Ninh Irrigation Branch, said that the unit currently manages 4 reservoirs, 2 dams, 2 pumping stations and more than 50km of main canal system and level 1 canal serving irrigation of 6,000 hectares of rice/year for 15 communes and towns in Quang Ninh and Le Thuy districts. To ensure water sources for irrigation, right from the beginning of the winter-spring crop, the branch has assigned officers and employees to be on duty at key points, pumping stations, and downstream to operate, regulate water, and clean canals to serve irrigation for farmers. Currently, rice is in the final stage of tillering and receiving panicles, so it is in great need of water. The branch has pumped and discharged water so that farmers can proactively bring water into the fields for fertilization.

At Khe Ngang reservoir, Phuc Trach commune (Bo Trach), due to lack of rainfall from the beginning of the season, the water level is currently at about 80% of the design capacity. This reservoir provides water for two rice crops for about 100 hectares of local people. Therefore, in recent times, Bo Trach Irrigation Branch has regularly checked water resources, guided farmers to save water, and planned reasonable water distribution from the beginning of the production season to ensure adequate supply of essential needs and production for the winter-spring and summer-autumn crops.

Currently, the water source stored in dams and irrigation reservoirs in the province is basically guaranteed to serve agricultural production and people's lives. However, some reservoirs in Bo Trach district, due to lack of rainfall, have only reached 68-82% of their capacity, such as Cua Nghe, Khe Ngang, Bau Mia, Mu U... which are likely to lack water in the summer-autumn crop of 2024.

To ensure water resources and operate irrigation works to serve agricultural production and people's lives in 2024, the Department of Agriculture and Rural Development directs districts, cities, towns and the Irrigation and Water Supply Company to regularly inventory water resources in the Irrigation and Water Supply Company, implement water conservation from the beginning of the dry season, have a reasonable water distribution plan from the beginning of the production season and make reasonable adjustments when water resources are in short supply to ensure adequate supply for essential needs and agricultural production throughout the dry season of 2024.

“Strengthening communication about water resources, drought, water shortage, and saltwater intrusion to people, authorities at all levels, and relevant agencies is one of the effective solutions that local units need to focus on to raise awareness of using water resources economically and effectively today,” added Tran Xuan Tien, Head of the Irrigation Sub-Department.

In addition, localities and units need to develop appropriate plans for winter-spring water use; prioritize investment resources for new construction, repair and upgrading of irrigation systems, centralized water supply works, especially water supply and saltwater prevention works; speed up construction progress of works to improve water resource exploitation capacity and efficiency of exploitation of CTTL.

Head of the Irrigation Sub-Department Tran Xuan Tien said: The whole province currently has 152 reservoirs, 193 dams, and 298 pumping stations. Up to now, the reservoirs in the area have basically met the production needs of the winter-spring crop. In the coming time, the sub-department will continue to advise and direct units and localities to carry out irrigation and drainage reasonably, proactively provide enough water for production; gradually develop irrigation systems for areas of upland crops with high economic efficiency; update, grasp and notify information on climate and weather developments accurately, fully and promptly, especially information on extreme weather conditions, so that producers and localities can have timely response plans, limit damage to production; prepare plans to respond to unusual weather developments; deploy disaster prevention and control plans according to safe and flexible adaptation levels.
