Ensuring electricity demand is an urgent requirement to achieve 8% GDP growth

That was the opinion of delegates and experts at the Seminar with the theme "Ensuring electricity for growth - Requirements and solutions" organized by the Government Electronic Information Portal on the morning of May 7.

2025 is considered the year of "acceleration and breakthrough" to strive to achieve the GDP growth target of 8% or more, creating momentum for continuous double-digit growth in the 2026-2031 period.

To achieve this goal, National Assembly Delegate Phan Duc Hieu, member of the National Assembly's Economic and Financial Committee, said that electricity is a special commodity, considered as the "input" of all "inputs" of the economy, contributing to ensuring people's lives, security and national defense of the country. Therefore, the demand for energy and electricity will inevitably increase in the coming time.

According to Mr. Phan Duc Hieu, energy demand not only increases in output or consumption, but the economy also requires higher quality of energy sources.

“With two challenges facing the energy industry, including ensuring energy security, sufficient electricity for the economy and quality of electricity sources, electricity prices will have to be managed differently,” Mr. Phan Duc Hieu analyzed.

To meet the demand for electricity in all situations, Deputy Director of the Electricity Department ( Ministry of Industry and Trade ) Doan Ngoc Duong said that the Ministry of Industry and Trade has proactively reviewed and developed a plan for electricity supply for 2025. With the target of economic growth of at least 8% this year, electricity demand is forecast to increase by about 12% according to the scenarios set by the Ministry of Industry and Trade for management.

Based on such an operational scenario, from the beginning of 2025, the Ministry of Industry and Trade directed agencies and enterprises in the electricity sector to meet electricity supply. Among the solutions to ensure electricity supply, increasing electricity saving is an important solution.

Over the past time, the electricity industry has always strived to best meet the electricity needs of the economy. However, many opinions say that, to ensure sustainable electricity supply, the electricity industry needs to overcome "barriers", the biggest of which are unreasonable points in the cost structure and the way of calculating electricity prices. Electricity prices are still on the path to "correct and adequate calculation" in the context of the industry's input materials constantly fluctuating.

Sharing about this issue, former Director of the Price Management Department (Ministry of Finance) Nguyen Tien Thoa said that there are 3 major shortcomings in current electricity prices. Of which, the biggest bottleneck is that electricity prices have not been implemented according to the market price mechanism. Along with that, we have not calculated correctly and fully all input costs to produce 1 kWh of electricity; the situation of "buying high, selling low" that has lasted for many years has not been completely resolved.

Mr. Nguyen Tien Thoa said that it is necessary to regulate electricity prices according to market mechanisms; adjust the current electricity price list to overcome shortcomings and problems; end the cross-subsidy mechanism between customer groups, instead, build a reasonable electricity price policy, taking into account the differences between regions.

From the perspective of enterprises with high electricity demand, Mr. Nguyen Van Dat, Deputy Director of Thai Nguyen Electrolytic Zinc Factory, said that, aiming at the Government's goal of Net Zero by 2050, the enterprise is planning to partially switch to using green energy and solar energy, thereby reducing pressure on the electricity industry and increasing the enterprise's autonomy in electricity use.
