Ensuring access to education, demonstrating the superiority of the regime

On the afternoon of April 25, under the direction of Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly on exemption and support of tuition fees for preschool children, high school students, and students of general education programs at educational institutions in the national education system.

Supplementing subjects exempted from and supported to pay tuition fees that are not fully regulated by law

The draft Resolution of the National Assembly on tuition exemption and support for preschool children, general education students, and students of general education programs at educational institutions in the national education system presented by Minister of Education and Training Nguyen Kim Son said that the development of the Resolution aims to materialize Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo on continuing to implement Resolution No. 29-NQ/TW, Resolution No. 42-NQ/TW dated November 24, 2023 of the 8th Central Conference, 13th tenure on continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of national construction and defense in the new period. At the same time, legalizing the Conclusion of the Politburo in Official Dispatch No. 13594-CV/VPTW dated March 1, 2025 of the Central Party Office and the direction of General Secretary To Lam, demonstrates the superiority of the regime and the policy of ensuring fairness in access to education.

The Draft Resolution consists of 4 articles. Based on a review of current regulations, in addition to the subjects exempted from, not required to pay tuition fees, and supported to pay tuition fees as stipulated in current laws, the Resolution will add subjects exempted from, and supported to pay tuition fees that are not fully stipulated by law, including: Preschool children under 5 years old studying ateducational institutions; high school students, and people studying the General Education Program at educational institutions.

According to the draft Resolution, the State will support tuition fees for both preschool children and primary school students at public and private educational institutions to ensure access to education, demonstrate the superiority of the regime and implement a unified and fair policy for learners; encourage the development of non-public education, and enhance the socialization of education.

The Government is assigned to guide the method of paying tuition support money.

The preliminary review report of the draft Resolution presented by Chairman of the Committee for Culture and Social Affairs Nguyen Dac Vinh stated that the Standing Committee of the Committee agreed with the necessity of issuing a Resolution on exemption and support of tuition fees for preschool children, general education students, and students of general education programs at educational institutions in the national education system. The issuance of the Resolution aims to promptly institutionalize the Party's policy, demonstrate the superiority of our regime, ensure fairness in access to education and the State's responsibility towards learners, care for the younger generation and ensure social security.

Regarding the policy of tuition exemption and support for preschool children and public, private and non-public primary and secondary school students (Article 2), the Standing Committee of the Committee basically agrees with the policy of tuition exemption and support for preschool children and public, private and non-public primary and secondary school students of the draft Resolution.

The draft Resolution stipulates the method of tuition support for learners paying through educational institutions. However, at the expanded preliminary review meeting of the Standing Committee of the Committee, the agencies agreed to implement the method of tuition support by providing directly to learners, the Standing Committee of the Committee proposed to implement this method.

Therefore, it is recommended that the drafting agency supplement regulations on implementation, in which the Government is assigned to guide the method of paying tuition support for students in non-public educational institutions.

In his concluding remarks, Vice Chairman of the National Assembly Tran Quang Phuong stated that the National Assembly Standing Committee agreed on the necessity of issuing a National Assembly Resolution on tuition exemption and support for preschool children, general education students, and students of general education programs at educational institutions in the national education system in order to promptly institutionalize the Party's policies, especially the Politburo's Conclusion of the meeting on February 28, 2025. At the same time, in line with the policies of the Party, the State, and the regime in the new era, ensuring fairness in access to education and the State's responsibility towards learners and caring for the younger generation, ensuring social security.

The National Assembly Standing Committee proposed that the Government study and fully absorb the opinions of the National Assembly Standing Committee, in which, regarding the tuition support policy for students at non-public educational institutions, private educational institutions, continuing education institutions, and other educational institutions, the Government should direct the review of beneficiaries of the policy and clarify the basis for expansion as well as design appropriate provisions...

The Vice Chairman of the National Assembly suggested that the Standing Committee of the Culture and Social Affairs Committee coordinate with the Ministry of Education and Training and relevant ministries and branches to continue researching, absorbing and perfecting the draft Resolution to submit to the National Assembly for comments and approval at the upcoming Ninth Session.
