Delegates contributed opinions on the draft resolution amending the 2013 Constitution.

Contributed over 6,800 comments

After more than 10 years of implementation, the 2013 Constitution has demonstrated its great role in construction and development. In response to the requirements of comprehensive innovation of the political system, reform of the state apparatus and improvement of the effectiveness and efficiency of national governance, amendments and supplements are necessary to meet practical needs and long-term development orientations.

According to Vice Chairman of the Vietnam Fatherland Front Committee of Hue City, Mr. Duong Dinh Luan, the Standing Committee of the Vietnam Fatherland Front Committee of the city promptly guided member organizations, the Standing Committee of the Vietnam Fatherland Front Committee at district and commune levels to strengthen propaganda work on the policy, purpose, requirements, role, importance and significance of collecting opinions on the draft Resolution. Thereby, promoting the people's mastery, mobilizing intelligence, enthusiasm and creating high consensus and unity of the entire people in amending and supplementing the 2013 Constitution, ensuring that the Constitution accurately reflects the will and aspirations of the people.

To ensure the work of collecting opinions widely in the Fatherland Front system at all levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam, the Standing Committee of the Vietnam Fatherland Front Committee of the city proactively built an online opinion collection form on the electronic information page and the Facebook community platform of the Hue City Front based on the 8 contents of the draft Resolution. At the same time, strengthen the mobilization, encouragement and guidance for the People to respond and participate in giving opinions on the draft amendment and supplementing a number of articles of the 2013 Constitution through the VNeID application.

The Vietnam Fatherland Front Committees at all levels in the city have organized 150 conferences to collect comments on the draft resolution amending and supplementing a number of articles of the 2013 Constitution. At the same time, comments were contributed on the electronic information page of the City Front, Facebook Fanpage, Zalo in the system of the Vietnam Fatherland Front Committees at all levels in the city. In addition to the participation of socio-political organizations and member organizations of the Vietnam Fatherland Front Committees at all levels, the conferences also attracted the participation of dignitaries, intellectuals, experts, members of advisory councils, advisory boards of the Vietnam Fatherland Front Committees at all levels; leaders of the Vietnam Fatherland Front Committees at all levels through the periods, members of the Vietnam Fatherland Front Committees at all levels, and the Front Working Committees of residential areas. The conferences attracted more than 6,800 comments.

Modifications and supplements to meet development requirements

According to the synthesis of the City Vietnam Fatherland Front Committee, the majority of comments agree and are in high agreement with the draft Resolution. The comments believe that amending and supplementing a number of articles of the 2013 Constitution at the present time is extremely necessary, in order to meet practical requirements, enhance the effectiveness of the organization of the political system (regarding the Vietnam Fatherland Front and socio-political organizations, administrative units and local government organizations) which is directly related to the implementation of the policy of arranging and streamlining the organization of the political system.

The majority of opinions said that the draft Resolution has clarified and emphasized the position and role of the Vietnam Fatherland Front in the political system. There were 6,825 opinions agreeing with the structure of the draft being presented closely, the content closely following the reality and circumstances of the country, of the political system in the trend of socio -economic development, the draft presentation technique is easy to access, scientific, with comparisons to the articles of the 2013 Constitution that need to be amended so that people can easily participate and contribute opinions.

According to Mr. Tran Phung, former Chairman of the Vietnam Fatherland Front Committee of the province (now Hue City), it is recommended to use the phrase "member organizations under the Vietnam Fatherland Front" in Clause 3, Article 9 instead of just using the phrase "member organizations of the Vietnam Fatherland Front"; research in Clause 2, Article 9 should not use the word "under" but instead "unified organization of activities within the Vietnam Fatherland Front" because the organizations are different in organizational and operational principles. Because the Vietnam Fatherland Front is a broad political alliance organization, a place to gather and coordinate the activities of socio-political organizations, social organizations with the same goal of serving the common interests of the People.

Some opinions suggest that the right of People's Council delegates to question the Chief Justice of the People's Court and the Chief Prosecutor of the People's Procuracy should not be abolished. Because questioning is a supervisory activity of People's Council delegates, demonstrating the power of the elected body, and the responsibility of delegates to voters when the People's Court and the People's Procuracy at the provincial level still exist.

Member of the Standing Committee of the City Party Committee, Chairwoman of the City Fatherland Front Committee Nguyen Thi Ai Van affirmed: Amending and supplementing a number of articles of the 2013 Constitution at the present time is extremely necessary, creating a constitutional basis for implementing the revolution of streamlining the organizational apparatus, building, perfecting, and improving the efficiency of the political system, meeting the requirements and tasks of rapid and sustainable national development in the new era, the era of national growth.
