According to the Ho Chi Minh City Social Insurance, on November 14, 2025, the City People's Council passed Resolution No. 56 regulating the level of health insurance contribution support for the elderly and students in the area.
Accordingly, the city budget supports an additional 50% of the health insurance premium, along with 50% of the support from the central budget, bringing the total support to 100% of the premium for: Primary, secondary and high school students; Students of general education programs; Continuing Education students at secondary and high school levels at public and non-public educational institutions.
Thus, from November 14, 2025, all students in the above groups will be granted completely free health insurance cards.
To promptly implement the resolution, Ho Chi Minh City Social Insurance requested schools to make a list of students who do not have health insurance cards by December 31, 2025 and send it to the Social Insurance before November 30, 2025 to ensure the students' rights to medical examination and treatment.
Based on the list of students for the 2025-2026 school year, prepare a request for issuance or extension of health insurance cards valid from January 1, 2026; submit to the Social Insurance before December 20, 2025, ensuring that 100% of students are issued cards in accordance with regulations.
For schools that have collected health insurance premiums from students to issue cards in 2026, they must immediately refund the entire amount collected to the students' parents. In case the school has transferred the temporary payment to the social insurance account, it is necessary to contact the social insurance to complete the procedure to receive the transferred amount and refund it to the parents.
