Currently, Quang Ninh province has a forest coverage rate of 55%, with over 370,000 hectares of forest land, ranking 18th out of 63 provinces and cities with the largest forest area in the country. The forests not only create stable income for people, but also serve as a place to conserve biodiversity, a border protection belt, prevent natural disasters, and respond to climate change.
To protect and develop forests sustainably, Quang Ninh has actively implemented many solutions to enhance the role of the community in forest protection, biodiversity conservation, contributing to increasing people's income. In particular, the Provincial Party Committee issued Resolution No. 19-NQ/TU (dated November 28, 2019) on sustainable forestry development in the province. The Provincial People's Council has developed and issued many mechanisms and policies to encourage forestry development, afforestation, and greening of bare land and hills, typically Resolution No. 337/2021/NQ-HDND stipulating a number of specific policies to encourage sustainable forestry development in Quang Ninh.
Resolution on pilot implementation in Ha Long City, Cam Pha City and Ba Che District with 921 forest owners who are households and individuals, participating in the policy of developing large timber and native tree plantations, with an area of over 1,400 hectares; the total provincial budget has supported 28.8 billion VND. Recently, at the 19th Session, the Provincial People's Council passed Resolution No. 37/2024/NQ-HDND, replacing Resolution No. 337/2021/NQ-HDND. Resolution No. 37/2024/NQ-HDND has expanded the scope of application from 2 localities to 13 localities in the province; expanded the subjects of application from households and individuals to organizations, groups of households, households and individuals. In particular, to protect forest plants and animals, the province directs the Department of Agriculture and Rural Development (Forestry Sub-Department), functional agencies (Police, Border Guards, etc.) to coordinate with local authorities of districts, towns, and cities to strengthen measures to protect forest plants and animals, especially endangered, precious, and rare species of forest plants and animals according to the provisions of Article 38 of the Forestry Law; Government regulations on management of endangered, precious, and rare forest plants and animals and implementation of the Convention on International Trade in Endangered Species of Wild Fauna and Flora. Management of activities of breeding, planting, trading, transporting, processing, and trading of endangered, precious, and rare species of forest animals and plants and specimens of endangered species of wild animals and plants listed in CITES Appendix is seriously implemented.
Currently, in Quang Ninh province, there are 110 facilities raising wild animals (36 facilities raising endangered, precious and rare wild animals; 61 facilities raising common wild animals). 13 facilities raise both endangered and rare wild animals and common wild animals with about 20 species and 8,000 individuals; the main species raised are bamboo rats, porcupines, palm civets, palm civets, flower monitor lizards, rat snakes, cobras... Breeding is ensured in accordance with the prescribed procedures. All breeding facilities ensure compliance with legal origins, barns, breeding techniques, safety measures for breeders and local people, basically ensuring disease safety and environmental hygiene.
To better manage the business and trade of wild animals, the forest rangers have organized a commitment signing with businesses and restaurants that trade and consume legally bred wild animals in the province not to buy, sell, use, consume, display, or advertise specimens of wild animals that do not have legal origins. They direct local forest rangers to grasp information and the situation in the area, promptly detect and prevent violations of the law; propagate and guide people to comply with regulations in the field of wildlife management and forest product management.
Forest ecosystems are places that preserve and store major biodiversity, are unique and at high risk, and therefore need special protection. Quang Ninh’s efforts to conserve forests have contributed significantly to protecting the “green lungs” of the earth and the diverse ecosystems of nature.
