The 2010 Mineral Law has some inadequate contents that do not meet practical requirements, such as: The development and addition of "mineral resources" and "natural resources" in the 2013 Constitution requires continuing to improve the provisions of the 2010 Mineral Law in the direction of ensuring the implementation of the rights and obligations of organizations and individuals in the field of geology and minerals in practice, enhancing consistency and synchronization with the current legal system.
Based on management practices, law enforcement status and current situation, the Ministry of Natural Resources and Environment believes that amending and supplementing the 2010 Law on Minerals is necessary to enhance the effectiveness and efficiency of State management of geology and minerals.
