Initially, the Hanoi City Police Department of Security Investigation determined that since 2018, Dat opened a used bookstore at 676 Lang Street (Dong Da District, Hanoi). During the business process, Dat saw that the market demand was high but the source of textbooks was scarce, so since 2020, he had the idea of renting a warehouse, buying machinery to produce and bind fake books.
To get capital, Dat invited Long and Thinh to work together. Long was responsible for running the printing workshop, Dat managed the sales. Because he had no capital, Thinh was paid 9 million VND/month to manage the printing workshop.
