Arrest of Chairman of An Giang Provincial People's Committee Nguyen Thanh Binh

On the afternoon of December 25, the Ministry of Public Security announced that the Investigation Police Agency had prosecuted and temporarily detained Mr. Nguyen Thanh Binh (Chairman of the People's Committee of An Giang province) for the crime of "Abusing position and power while performing official duties".

Mr. Binh was identified as being involved in the case of Violating regulations on research, exploration and exploitation of natural resources; Giving bribes; Receiving bribes; Taking advantage of position and power while performing official duties, which occurred at Trung Hau Investment Joint Stock Company - Tong 68, the Department of Natural Resources and Environment of An Giang province and related units.

According to authorities, during the investigation, the Ministry of Public Security determined that Mr. Nguyen Thanh Binh had taken advantage of his position and power to intervene and direct Trung Hau - Tong 68 Investment Joint Stock Company to be licensed to explore, exploit, adjust reserves, capacity and exploit in violation of the law at the sand mines in My Hiep and Binh Phuoc Xuan communes, Cho Moi district, An Giang province; illegally profited an exceptionally large amount of money, causing damage to state assets.

After the Supreme People's Procuracy approved, on December 24-25, the Ministry of Public Security's Investigation Police Agency implemented the above Decisions and Orders in accordance with the provisions of law.

The Ministry of Public Security's Investigation Police Agency is continuing to expand the investigation into the case; reviewing, seizing, and freezing the assets of the subjects to ensure complete recovery for the State.

According to Lieutenant General To An Xo (spokesman of the Ministry of Public Security), Trung Hau - Tong 68 Investment Joint Stock Company was licensed by the People's Committee of An Giang province to exploit a total volume of more than 1.53 million m3 of sand to supply to 4 projects.

Taking advantage of the granted mineral exploitation license, Le Quang Binh (Chairman of the Board of Directors, General Director of the company) directed employees and hired related subjects to organize the exploitation of more than 4.78 million m3 of sand, exceeding the licensed reserve by more than 3.2 million m3, with a provisional value of about 253 billion VND.

The amount of sand exploited is not recorded in the books and financial obligations are not paid.

To consume the illegally mined sand, Le Quang Binh and his accomplices used tricks through intermediary companies they established and managed to buy fake input invoices to legalize the origin of the sand.

Binh used the money he collected to pay for a number of officials of the authorities, including the Director of the Department of Natural Resources and Environment of An Giang province, Mr. Nguyen Viet Tri. On August 15, Mr. Nguyen Viet Tri was prosecuted for accepting bribes.

In addition, 17 other people were prosecuted for the crimes of violating regulations on research, exploration and exploitation of natural resources; giving bribes; illegally printing, issuing and trading invoices and documents for payment to the state budget; and taking advantage of positions and powers while performing official duties.

On August 25, Mr. Tran Anh Thu (Vice Chairman of An Giang Provincial People's Committee) was prosecuted and temporarily detained for the crime of Receiving bribes.

Mr. Nguyen Thanh Binh was born in 1964, in Binh My commune, Chau Phu district, An Giang province.

Mr. Binh has a PhD in Education.

From September 1986 to May 2007, Mr. Nguyen Thanh Binh worked at An Giang University, holding the position of Deputy Secretary of the Party Committee and Deputy Head of the Faculty of Pedagogy. After that, he was transferred and appointed to the position of Deputy Director and then Director of the Department of Education and Training of An Giang.

In January 2013, Mr. Nguyen Thanh Binh was assigned by the Provincial Party Committee Standing Committee to hold the position of Secretary of Tan Chau Town Party Committee, then continued to be elected to hold the position of Vice Chairman of An Giang Provincial People's Committee for the 2011-2016 term.

In May 2019, Mr. Nguyen Thanh Binh was elected Chairman of An Giang Provincial People's Committee for the 2016-2021 term.

On June 30, 2021, Mr. Nguyen Thanh Binh was re-elected Chairman of An Giang province.
