Nam Dinh Hospital denies information that 'full payment is required before emergency treatment' for pediatric patients

Nam Dinh General Hospital has just issued a quick report regarding the case of a child patient's family accusing them of 'paying full amount before providing emergency care' on May 3.

On the afternoon of May 3, social media shared information that a 4-year-old patient in Nam Dinh was run over by a tractor, but the tractor did not stop and fled the scene. The patient was then taken to Nam Dinh General Hospital by local residents for emergency treatment. The patient's family did not arrive in time to be admitted to the hospital.

Must have enough money for emergency?

According to Mr. TT (the person who took TA to the hospital), the video recorded the scene where the doctor at Nam Dinh General Hospital did not give TA timely emergency care because he did not pay enough hospital fees.

"I ran a red light to take my child to the emergency room but I didn't have much money, only 500,000 VND, but the doctors said I had to have enough money to give emergency treatment," Mr. T. was upset because the child was run over by a tractor and had been taken to the hospital for 10 minutes but had not received emergency treatment.

Immediately after this video went viral on social media, many people expressed their anger at the inappropriate attitude of the medical staff. If the full amount of money had to be paid for emergency treatment, the child would have missed out on treatment.

Regarding this incident, on May 4, Nam Dinh Provincial General Hospital issued a quick report on the incident.

In the report, Nam Dinh Provincial General Hospital stated that at 4:30 p.m. on May 3, the hospital received patient MTA (4 years old) who had a traffic accident.

The patient was admitted to the hospital in a conscious state, crying a lot, no difficulty breathing, no cyanosis, and no abrasions on the right elbow. The child was examined and classified by an orthopedic and general surgeon (although he had not yet registered for examination and paid).

At 4:10 p.m., the doctor ordered the baby to have a CT scan, ultrasound, and X-ray (the nurse would guide the baby during the procedure). At 4:20 p.m., the CT scan results were available, and at 4:40 p.m., the full results of the X-ray and abdominal ultrasound were available.

After performing paraclinical indications, the doctor prescribed medicine, IV fluids, and emergency treatment for the baby. At 5:45 p.m. the same day, the baby was transferred to the National Children's Hospital.

'Medical staff may have communicated misunderstandings'

Nam Dinh General Hospital said that during the examination, ordering of paraclinical tests and treatment, the person who brought the child had to pay an advance payment of 500,000 VND. Hospital staff performed administrative procedures on the hospital management software system so that the patient did not have to pay an additional advance payment.

According to the report of the on-duty team on May 3, the medical staff did not directly discuss with the person who brought the child the content "pay the full amount before emergency treatment". It is possible that while the medical staff were discussing to carry out administrative procedures, it led to a misunderstanding by the person who brought the child (the person who recorded the video and posted it on social media).

During the emergency treatment at the hospital, the patient's family (MTA's parents) had no comments.

The hospital also said it will continue to review and if violations are found, they will be strictly handled according to regulations.

The Ministry requested the Department of Health and the hospital to clarify.

On the morning of May 4, Mr. Ha Anh Duc - Director of the Department of Medical Examination and Treatment Management (Ministry of Health) - said that he had received information about the case of a doctor at Nam Dinh General Hospital being accused of being indifferent and demanding full payment of advance payment before providing emergency care to a 4-year-old child.

According to Mr. Duc, the Department of Medical Examination and Treatment Management is currently issuing a document requesting the Nam Dinh Provincial Department of Health and Nam Dinh Provincial General Hospital to report and clarify the information.

"The viewpoint of the Department of Medical Examination and Treatment Management is to strictly implement regulations on emergency care for accident victims," ​​Mr. Duc emphasized.
