Need to develop 470 thousand more participants
According to the report of Dong Nai Social Insurance, by the end of September 2025, the total number of participants in social insurance, health insurance, and unemployment insurance in the province was more than 3.8 million people, an increase of 2.4% over the same period in 2024, reaching 89% of the assigned plan. Total fund collection reached more than 25.2 trillion VND, the rate of late payment of insurance types decreased to 2.9%. The authorities have urged and recovered more than 408 billion VND of outstanding debt.
Payment of insurance benefits is guaranteed in accordance with regulations. The provincial Social Insurance has signed health insurance examination and treatment contracts with 145 medical facilities. In the past 9 months, the insurance fund has paid more than 3.7 trillion VND for more than 7.7 million people for medical examination and treatment; there has been no shortage of medicine and medical supplies.
At the meeting of the Steering Committee for the implementation of social insurance, health insurance and unemployment insurance policies in Dong Nai province, a representative of the provincial Social Insurance said that to complete the 2025 target, the provincial Social Insurance needs to develop more than 470,000 people to participate in social insurance, health insurance and unemployment insurance; collect more than 9,000 billion VND and reduce the rate of late payment to below 1.7%.
Emphasizing that this is a very difficult task, in addition to the great efforts of the entire Dong Nai Social Insurance sector, it requires the drastic participation of the Steering Committee and the entire political system in the province. Director of the Provincial Social Insurance Pham Minh Thanh proposed that the Provincial Party Committee, People's Council and People's Committee continue to include the targets of social insurance, health insurance and unemployment insurance in the socio-economic development resolution; not to reward units that owe social insurance. At the same time, relevant departments and branches continue to closely coordinate in business management, support funding for participation in health insurance and voluntary social insurance for the period 2026-2030.
According to the Director of the Provincial Social Insurance, for socio-political organizations, it is necessary to step up propaganda, supervision, criticism, and mobilize people to participate. For the police, prosecution, and court sectors, it is necessary to continue to coordinate in handling acts of evasion, fraud, and misuse of the Social Insurance and Health Insurance funds.
Continue to act decisively and creatively
Vice Chairman of Dong Nai Provincial People's Committee Le Truong Son emphasized that implementing well the social insurance, health insurance and unemployment insurance policies in the province contributes to ensuring social security, gradually expanding the coverage of health insurance and social insurance towards the goal of universal health insurance and social insurance is a consistent viewpoint that the Provincial Party Committee, Provincial People's Council and Provincial People's Committee regularly pay attention to, lead and direct.
Effective implementation of social insurance, health insurance and unemployment insurance policies is a shared responsibility of the entire political system, contributing directly to the goal of sustainable development and ensuring social security. Therefore, to achieve the assigned target for 2025, Vice Chairman of Dong Nai Provincial People's Committee Le Truong Son suggested that all levels and sectors need to continue to act decisively and creatively, taking people as the center, towards the goal of universal health insurance by 2030.
Vice Chairman of the Provincial People's Committee Le Truong Son requested that regions, communes, wards, departments, branches, units and enterprises unify policies related to social insurance, health insurance and unemployment insurance for synchronous implementation throughout the province. Focus on implementing solutions to achieve the goal of developing subjects participating in insurance types, in which special attention should be paid to the social insurance participation target. In addition, it is necessary to promote propaganda, especially on the internet environment, innovate propaganda forms to reach closer to the people.
The provincial Social Insurance continues to promote the role of a standing agency, reviewing and assessing difficulties, proposing appropriate solutions; innovating the scenario for developing insurance participants, in line with local realities. At the same time, strengthening coordination with the Tax sector, Post Office, Commune-level People's Committees, unions, collection service organizations... to expand participants. The provincial Social Insurance will also take the lead in advising the Provincial People's Committee to issue targets for developing social insurance, health insurance, and unemployment insurance participants at each commune level and organize a Steering Committee conference at all levels in November 2025.
“For the voluntary social insurance development target, there must be specific solutions, clearly identifying the subjects, communes and wards that need development. For health insurance, there must be specific solutions, advising the Provincial People's Committee to direct and assign to communes and wards,” the Vice Chairman of the Provincial People's Committee stated.
