Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen: Ho Chi Minh City Trade Union is ready to overcome challenges and find opportunities in difficulties

On September 24, at the Ho Chi Minh City Hall, after 3 working days, the 12th Ho Chi Minh City Trade Union Congress, term 2023-2028, closed.

Attending the closing session were comrades: Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee; Le Thanh Hai, former Politburo member, former Secretary of the Ho Chi Minh City Party Committee; Nguyen Thien Nhan, former Politburo member, former Secretary of the Ho Chi Minh City Party Committee; Nguyen Dinh Khang, Party Central Committee member, Secretary of the Party Delegation, President of the Vietnam General Confederation of Labor (VGCL); Vu Hai Quan, Party Central Committee member, Director of the Ho Chi Minh City National University; Dang Ngoc Tung, former Party Central Committee member, former President of the Vietnam General Confederation of Labor; Tran Thanh Hai, Permanent Vice President of the Vietnam General Confederation of Labor.

Speaking at the congress, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen said that the congress taking place on the occasion of the anniversary of the Southern Resistance War has added to its significance. The Secretary of the Ho Chi Minh City Party Committee also sent his best wishes to the comrades who were elected to the new Executive Committee as well as the comrades elected to the Delegation of the 13th Congress of the Vietnam Trade Union.

Praising the outstanding results achieved by the Ho Chi Minh City Trade Union in the 2018-2023 term, and at the same time, from the direction and tasks set by the Ho Chi Minh City Trade Union in the new term, the Secretary of the Ho Chi Minh City Party Committee also suggested many contents that need to be focused on in the process of implementing the Congress Resolution.

In particular, it is necessary to further raise awareness of the role and characteristics of Ho Chi Minh City as the economic locomotive of the whole country with a workforce of about 5 million people, attracted from many localities, mainly working in industrial zones and services. In the context of the world situation with many complex and unpredictable developments, Ho Chi Minh City Trade Union must continue to monitor, research, and evaluate closely to make forecasts.

Comrade Nguyen Van Nen further analyzed that, along with the development of technology, artificial intelligence will affect the labor market, labor structure and many other activities. With the orientation of restructuring the economy as a whole associated with renewing the growth model based on the foundation of knowledge economy, application of science and technology, innovation, development of digital economy, green economy, circular economy, there will certainly be many impacts for us to prepare ourselves to overcome challenges.

On the other hand, manufacturing industries, including informal ones, are less labor-intensive, and the workforce now requires higher qualifications, skills, and expertise, posing new challenges to trade union activities and the city's workers' movement.

According to comrade Nguyen Van Nen, the above characteristics pose great demands for innovation in thinking about the organization and operation methods of trade unions. It requires the Ho Chi Minh City Trade Union to proactively and effectively adapt to the situation, not to be passively surprised, to be ready to overcome challenges and to find opportunities from difficulties.

He also requested the Executive Committee and Standing Committee of the Ho Chi Minh City Labor Federation to continue to thoroughly grasp and effectively implement the Conclusions and Resolutions of the Politburo for trade union organizations as well as for Ho Chi Minh City.

Mobilizing resources to care for workers

Going into specific tasks, the Secretary of the Ho Chi Minh City Party Committee requested the Ho Chi Minh City Trade Union to thoroughly grasp the consistent goal of building a strong, comprehensive city Trade Union organization with the capacity to adapt and solve problems; to better play the role of a bridge in the close relationship between the Ho Chi Minh City Party Committee and People's Committee with the workers and laborers; to continue to be the pioneer force in implementing the task of developing the city's economy and society.

According to him, to achieve the above goal, the Ho Chi Minh City Trade Union must innovate and improve the effectiveness of gathering and mobilizing union members and workers, thereby developing union members and grassroots trade unions. Strongly innovate propaganda and education work to improve political capacity, social awareness and responsibility, and legal awareness among union members and workers. It is necessary to research, explore, and create new methods and models, suitable to the practical characteristics of production and social development in the new period, adapting to the context of growth model innovation and deep international integration.

Along with that, it is necessary to calculate many ways to proactively mobilize financial resources, effectively perform the functions and tasks of the Trade Union. First of all, proactively coordinate with representative organizations, employers' associations to propose to the Party Committee, government and specialized agencies to implement solutions to support production, business, protect jobs, rights and social welfare for workers and laborers; take care of the material and spiritual life of workers, especially female workers, migrant workers, and workers in the informal sector. Mobilize resources to support workers who have lost their jobs and are in difficult circumstances.

He also requested to build a team of full-time union cadres, especially leaders with sufficient capacity and qualifications, enthusiasm, courage, creativity, and attachment to workers and laborers. At the same time, strongly and substantially innovate patriotic emulation movements among workers, civil servants, and laborers, avoiding cliches, formalities, administrativeism, and insensitivity.

"The task of building a strong working class and trade union organization is the responsibility of the entire political system," he emphasized and reminded Party committees at all levels to strengthen leadership of trade union organizations and activities, pay due attention to perfecting the apparatus, arranging cadres at the right level, regularly closely monitor, overcome the situation of loosening the leadership role or making excuses, doing things instead...

Best protection of the rights and legitimate interests of workers

Speaking at the congress, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang emphasized that over the past 5 years, despite many difficulties and challenges, the Ho Chi Minh City Trade Union has promoted its traditions and inherent qualities, with a spirit of dynamism, creativity, innovation, daring to think, daring to do, together with the team of trade union officials, union members, and workers of the city, joined hands and united with the people to overcome difficulties, achieving great results, completing and exceeding most of the targets set by the Resolution of the 11th Congress of the Ho Chi Minh City Trade Union.

The results that the Ho Chi Minh City Trade Union achieved in the past term have made a particularly important contribution to the overall achievements of the Vietnam Trade Union. Many activities of the City Trade Union have become model examples for the Vietnam General Confederation of Labor to implement and replicate.

According to comrade Nguyen Dinh Khang, in the coming years, the city's labor force is expected to continue to increase rapidly, especially high-skilled workers. In addition, many impacts directly affect the lives, jobs, and incomes of workers. This requires trade union activities at each level, and each trade union official must be deeply aware of his or her responsibility to the organization, union members, and workers. In order to take care of the material and spiritual needs, perform the function of representing and protecting the legitimate rights and interests of union members and workers in the best way.

The President of the Vietnam General Confederation of Labor congratulated the congress on electing the Executive Committee of the 12th Ho Chi Minh City Labor Federation, consisting of 55 exemplary comrades with strong political will, pure moral qualities, capacity and prestige.

At the same time, I hope that the Executive Committee will continue to promote the spirit of solidarity, democracy, dynamism, creativity, and direct the organization to successfully implement the goals, targets, tasks, and solutions set forth in the Resolution of the 12th Congress of the Ho Chi Minh City Trade Union. In the immediate future, research, develop, and immediately issue an action program to implement the Resolution of the Congress with specific tasks and solutions, prioritizing human resources to carry out breakthroughs.

In her acceptance speech, President of the Ho Chi Minh City Confederation of Labor for the 2023-2028 term Tran Thi Dieu Thuy thanked the congress for its trust. According to Ms. Tran Thi Dieu Thuy, the goals, requirements, and tasks set forth by the 12th Ho Chi Minh City Confederation of Labor Congress are opportunities and advantages for the city's trade unions at all levels to promote the achievements of the previous term, but in the current context, there are also many challenges. Therefore, the President of the Ho Chi Minh City Confederation of Labor hopes to continue to receive the attention, direction, leadership, and guidance of the City Party Committee, the Presidium of the Vietnam General Confederation of Labor, the professional leadership of all levels, and delegates of trade unions at all levels...

Chairwoman of the Ho Chi Minh City Labor Federation Tran Thi Dieu Thuy affirmed that the Ho Chi Minh City Labor Federation will quickly concretize the contents so that the congress resolution can soon come into life, in order to well implement the goals and tasks set by the congress.

At the closing session of the congress, the Executive Committee, Standing Committee, Inspection Committee, Chairman, Vice Chairmen, and Head of the Inspection Committee of the Ho Chi Minh City Labor Federation, term XII, 2023-2028, were introduced. At the same time, the Delegation to the 13th Congress of Vietnam Trade Union, term 2023-2028, was introduced.
