Provincial Party Secretary Nguyen Phi Long visited and worked in Doc Lap commune

On the afternoon of December 18, comrade Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee visited and worked at Doc Lap commune on Party building, socio-economic development in 2023, and directions and tasks for 2024. Joining the working delegation were comrades: Nguyen Van Toan, Vice Chairman of the Provincial People's Committee; Nguyen Van Thang, Secretary of the Hoa Binh City Party Committee; leaders of a number of departments, branches and the People's Committee of Hoa Binh City.

Doc Lap is a particularly difficult highland commune of Hoa Binh City. The commune's economy is mainly agricultural and forestry development associated with the development of small-scale industry, trade and services; the poverty rate has decreased to 5.18%; near-poor households to 6.9%; average income per capita reaches 42 million VND/person/year.

In 2023, the commune achieved and exceeded 20 targets of the resolution. The Party Committee, government and people of the commune are determined to implement the criteria for reaching the new rural area (NTM) target. To date, the commune has completed 19/19 criteria for building NTM, completing the dossier to send to competent authorities for consideration and decision.

At the meeting, Doc Lap commune proposed that competent authorities increase funding to implement three national target programs; attract investment to develop eco -tourism models to create jobs for local workers and improve people's living standards.

Concluding the working session, comrade Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee acknowledged and commended the results in socio-economic development and new rural construction of Doc Lap commune. Regarding the tasks in the coming time, he emphasized: Party building is a key task, so it is necessary to continue to promote the work of building and rectifying the Party and the political system; strengthen political and ideological education, considering this an important and regular task; enhance the role of the Party organization; resolutely prevent, repel, and strictly handle cadres and party members who have degraded political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation"; improve the quality of cadres, party members, and leaders.

Pay attention to training, fostering, and rotating young cadres, female cadres, and ethnic minority cadres who are dedicated, have basic training, and are knowledgeable about the area. Improve the quality of Party cell activities.

Regarding economic development, he suggested that the commune should focus on developing effective, sustainable, high-quality agriculture and forestry. Actively transform the structure of crops and livestock towards developing plants and animals that are strengths and key factors of the locality to gradually form concentrated commodity production areas, expand production linkages along value chains associated with the formation and establishment of production cooperatives. Focus resources on expanding and upgrading the rural transport system to meet the travel and freight transport needs of the people.

Pay attention to supporting and improving the quality of education and training, healthcare, and human resources. Preserve cultural identity and architectural works with the unique identity of the Muong people; research and learn to build appropriate and effective community tourism models to help people develop their economy. Pay attention to integrating and effectively implementing capital sources of 3 national target programs with the goal of completing rural infrastructure, supporting livelihoods to help people escape poverty and become rich, reduce the poverty rate, and improve the criteria for new rural areas.

Taking note of the recommendations and proposals of the commune, the Provincial Party Secretary assigned the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee to direct relevant agencies to consider and resolve the recommendations and proposals of Doc Lap commune in accordance with the Party's regulations and the State's laws.

Previously, the Provincial Party Secretary and the working delegation visited and presented gifts to 3 poor households in the commune.
