The Prime Ministers of Vietnam and Romania agreed to promote economic-trade-investment relations to match their political relations. The Romanian Prime Minister affirmed that Vietnam is a leading important partner and one of the most potential markets for Romania; and suggested taking advantage of the opportunity to turn Romania into Vietnam's gateway to Europe.

At the invitation of Romanian Prime Minister Ion Marcel Ciolacu, Prime Minister Pham Minh Chinh paid an official visit to Romania from January 20-22, 2024. On the morning of January 22, 2024, after a solemn welcoming ceremony, Prime Minister Pham Minh Chinh had a meeting and talks with Romanian Prime Minister Ion Marcel Ciolacu.
At the talks, Romanian Prime Minister Ion Marcel Ciolacu warmly welcomed Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation, emphasizing that Prime Minister Pham Minh Chinh's visit is of great significance in the context of the two countries celebrating the 75th anniversary of diplomatic relations (1950-2025), contributing to promoting political trust, strengthening the traditional friendship and cooperation between Vietnam and Romania in all fields and further deepening the friendship between the two peoples; affirming that Vietnam is one of Romania's leading important partners in the Asia-Pacific region.
The two leaders agreed that on the basis of nearly 75 years of traditional friendship and cooperation, the two countries need to cooperate more closely in all fields, especially in the context of complex and unpredictable developments in the world and the region.
Prime Minister Pham Minh Chinh thanked Prime Minister Ion Marcel Ciolacu, the Government and people of Romania for the warm, respectful and thoughtful reception given to the high-ranking delegation of the Government of Vietnam, expressed his delight at the achievements in socio-economic development and integration that Romania has achieved and believed that Romania will continue to develop more strongly in the coming time. The Prime Minister emphasized that the Government and people of Vietnam will never forget the valuable support of Romania in the struggle for independence and national construction over the past 75 years, especially in helping Vietnam train more than 4,000 students and postgraduates, who have made great contributions to Vietnam and the Vietnam-Romania relationship in many different positions.

In a sincere, trusting and open atmosphere, the two sides had in-depth discussions on major orientations and specific measures to promote the traditional friendship and cooperation between the two countries to new heights in the coming time. Regarding political and diplomatic cooperation, the two sides agreed to continue to increase contacts and exchanges of delegations at all levels, especially high-level ones, through all channels of the Party, State, Government, National Assembly, people-to-people exchanges, and cooperation between localities to further enhance political trust and mutual understanding, creating a foundation to promote and expand bilateral cooperation in all fields.
Regarding economic-trade-investment cooperation, the two Prime Ministers affirmed that this is an important pillar in the bilateral relationship; agreed to promote economic-trade-investment relations commensurate with the political relationship, further promote existing cooperation mechanisms, and encourage businesses of the two countries to continue to fully and effectively implement the Vietnam-EU Free Trade Agreement (EVFTA). Prime Minister Pham Minh Chinh affirmed that Vietnam is ready to play the role of a gateway for Romanian goods to access the Vietnamese and ASEAN markets.

On this occasion, Prime Minister Pham Minh Chinh thanked Romania, an EU member state, for its strong push to sign the EVFTA on June 30, 2019, the last day of its rotating EU presidency, and for being one of the first countries in the EU to ratify the EU-Vietnam Investment Protection Agreement (EVIPA). In this spirit, the Prime Minister asked Romania to continue to speak out to urge the remaining EU countries to soon ratify the EVIPA and for the European Commission (EC) to soon remove the “yellow card” on Vietnamese seafood.
Prime Minister Ion Marcel Ciolacu assessed Vietnam as one of Romania's most potential markets in the Asia-Pacific region, with more and more Romanian enterprises interested in expanding their investment and business in Vietnam; welcomed the Business Forum held during the visit with the participation of many Vietnamese enterprises in various fields to directly exchange and connect partners, contributing to realizing cooperation opportunities between the two countries. The Romanian Prime Minister said that the two sides need to take advantage of opportunities to promote cooperation in the fields of trade, logistics, tourism and turn Romania into Vietnam's gateway to Europe in the context that Romania is about to join the Schengen area in March 2024.
On this occasion, Prime Minister Pham Minh Chinh also sincerely thanked Romania for being the first EU member state to support Vietnam with 300,000 doses of vaccine and many medical equipment to cope with the COVID-19 pandemic. Prime Minister Ion Marcel Ciolacu thanked Vietnam during this visit for donating 10,000 doses of African swine fever vaccine produced by Vietnam to Romania for use in dealing with the epidemic and wished to continue to coordinate with Vietnam to produce this vaccine in Romania.
The two sides agreed to promote effective cooperation in traditional areas such as education and training, science and technology, security and defense, culture, sports and tourism, labor, health and pharmaceuticals, while promoting the expansion of cooperation in new areas such as information technology, innovation, digital transformation, green transformation, circular economy, etc.

At the talks, Prime Minister Pham Minh Chinh asked the Romanian Government to continue creating more favorable conditions for the Vietnamese community living in Romania to integrate more deeply into the host society, actively contribute to the development of Romania as well as strengthen friendly relations, people-to-people exchange, and promote tourism cooperation between the two countries.
The two Prime Ministers affirmed to continue to closely coordinate, share experiences and support each other at multilateral forums and international organizations, contributing to ensuring peace, security, cooperation and development in the region and the world. Discussing international issues, the two sides affirmed the importance of resolving disputes by peaceful means, not using or threatening to use force, in accordance with international law.
On this occasion, the two sides agreed to closely coordinate to effectively prepare for high-level mutual visits in the coming time.
After the talks, the two Prime Ministers witnessed the signing ceremony of 19 cooperation documents between ministries, branches and localities of the two countries in the fields of economy, culture, labor and education and training./.
