According to the Program of the 9th Session of the 15th National Assembly, on the morning of May 29, the National Assembly held a plenary session in the hall to discuss the draft Law amending and supplementing a number of articles of the Law on Credit Institutions; the draft Resolution of the National Assembly on piloting the People's Procuracy in initiating civil lawsuits to protect the civil rights of vulnerable groups or to protect public interests.

In the afternoon, the National Assembly held a plenary session in the hall to vote and pass the National Assembly Resolution on piloting a number of specific mechanisms and policies for social housing development; then the National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on Vietnamese Nationality.

Regarding the policy of developing social housing, at the discussion session on the morning of May 21, National Assembly Chairman Tran Thanh Man emphasized that social housing is an issue of special concern to public opinion and the people. The issuance of the National Assembly Resolution aims to remove obstacles and simplify procedures to attract businesses to invest in the field of social housing construction.

The National Assembly Chairman said that there is currently a project to build 1 million social housing units for low-income earners and industrial park workers in the 2021-2030 period. However, from 2021 to now, only 657 social housing projects have been implemented nationwide, and the number of completed units has only reached 15.6% of the target by 2025. The Government has also allocated a VND120 trillion package to support social housing policies, but the disbursement progress is very slow.

"The delay here is first of all because we have not given strong direction to the social housing sector. Second is the administrative procedures. It takes two years to complete a social housing project. Therefore, this time, the Government submitted to the National Assembly a draft Resolution to simplify procedures and prioritize speeding up the implementation of social housing projects," the National Assembly Chairman emphasized.

According to the Government's Proposal, the maximum implementation time for this mechanism is expected to be 75 days, which means a reduction of about 200 days, about 70% reduction in implementation time compared to current regulations.

The National Assembly Chairman also noted that there are three new policies in the draft Resolution compared to the conclusions of competent authorities, including: determining the selling price and rental price of social housing; housing conditions to enjoy social housing support policies; refunding land use fees, compensation costs, resettlement support or deducting financial obligations for social housing investors./.
