Working half-heartedly and not at peace?
It must be noted that, in the context of the decline of the 3 indexes in 2022, the rise of the PAPI index, bringing Binh Thuan to 7th place out of 63 provinces and cities and belonging to the group of provinces and cities with the highest results in the country, is a spectacular breakthrough, when the result of the same index at the beginning of the 2020 term was ranked 53rd out of 63 provinces and cities. The improvement of up to 46 ranks of the index on Governance and Public Administration Efficiency raises the question of how to achieve such good results in the same situation. Similarly, in the PCI index in 2022, although ranked 42nd out of 63 provinces and cities, down 19 ranks compared to 2020, the 2 component indexes of equal competition ranked 3rd out of 63 and market entry ranked 18th out of 63 provinces and cities stand out.
The above achievements partly show that in the inertia that is gradually spreading in the civil service system, there are also dynamic and determined civil servants. But why is civil servant inertia spreading, despite warnings and reminders from provincial leaders in meetings from 2022 until now? Not to mention civil servants who are not qualified enough to handle the job, is it possible that this intellectual force has no self-respect left, when they do not work but receive monthly salaries and even deliberately hinder the common development?
That is a bottleneck not only in Binh Thuan and has happened a lot in the first half of this term. From the clearest perspective through the objective lens of specific incidents that occurred in the province, Deputy Head of the National Assembly Delegation of Binh Thuan Province Nguyen Huu Thong has commented at the parliament more than once on the issue of peace of mind of civil servants in performing their duties. In October 2022, during the 4th session, Mr. Thong mentioned the bottleneck from people: "In reality, a number of cadres, civil servants, and public employees, including leaders, do not dare to work because if they do, they are afraid of making mistakes. There are cadres who confided that "It is better to stand before the Disciplinary Council than stand before the Trial Council".
At the same time, it also pointed out two main causes of the problem: “One is that there is no synchronization of our legal system. For this issue, applying this law is correct, but when inspecting, checking, auditing, investigating, citing other laws is wrong, applying it at this time is correct, but then checking at another time is wrong, and one of those regulations is determining land prices and the method of determining land prices is stipulated in Circular 36 dated June 30, 2014 of the Minister of Natural Resources and Environment. Second, the mechanism to protect cadres who dare to think, dare to do, dare to break through for the common good has been issued by the Politburo in Conclusion No. 14 dated September 22, 2021, but the above correct policy has not been specified in legal documents, so cadres are very hesitant during the work process, they work half-heartedly, not daring to break through.”
National Assembly Delegate Nguyen Huu Thong said that the above recommendation was recorded in the inspection report of the National Assembly's Economic Committee before the 5th session taking place on May 31, 2023 with the content: " Soon complete legal regulations to ensure consistency, close synchronization and safety for the team of cadres, civil servants and public employees in performing public duties ". Mr. Thong said that the phrase "and safety for the team of cadres and civil servants in performing public duties" is the first and possibly the only time ever in a major report, an important report of the country to mention this issue. Thereby showing the sympathy and sharing of the Standing Committee of the Economic Committee on the issue of performing public duties today, especially at the local level.
“Activate” Conclusion 14
But how to ensure the safety of cadres and civil servants in the performance of their duties, according to delegate Thong, is still unclear. What is meant by daring to think and daring to do? Who will testify to that action? Who will protect?... If it is specific, institutionalizing Conclusion No. 14 of the Politburo is not simple. Therefore, according to the plan, in April 2023, the Ministry of Home Affairs will submit it to the Government for promulgation, but so far it has not been. "That is the reason why in the 5th session, I propose that the Government and the Prime Minister direct more strongly so that the above correct policy of the Party is concretized by legal regulations and actually comes into life." - Mr. Thong said.

At the mid-term review conference on the implementation of the Resolution of the 13th National Party Congress and the Resolution of the 14th Provincial Party Congress for the 2020-2025 term, there were discussions analyzing the situation, causes and proposing solutions to remove bottlenecks in the spirit of performing public duties of civil servants. Thereby, it shows that the key to all development issues is still people.
During the mid-term, the conditions for development have converged, such as the Binh Thuan Provincial Planning for the period 2021 - 2030, with a vision to 2050 and other plans approved by competent authorities, creating a legal basis for implementing socio-economic development tasks; such as Phan Thiet airport (civil aviation project) and Son My general port, Ham Tan district will start construction in early 2024, helping to synchronously connect the road, sea and air transport systems... However, if the cadres and civil servants do not grasp and promote in time, it will be difficult to achieve the expected results.
Especially at present, Binh Thuan has nearly 50 projects, including large industrial parks, waiting for specific instructions on land price calculation. If we coordinate to resolve quickly, after Decree 44/CP and Circular 36/BTNMT are revised, the projects will come into operation, creating momentum and also the basis for continuing to attract investment. According to the goals and solutions set out in the next 2 years, there will be more opportunities in choosing projects that clearly demonstrate the "green, sustainable" factor.
And specifically, the results of the targets are not yet high, such as the growth rate of gross domestic product (GRDP), domestic budget revenue, average income per capita increase... At the conference, Provincial Party Secretary Duong Van An worried that there are only more than 2 years left until the end of the term, so if there is no determination, it will be difficult to achieve the set targets. Meanwhile, the 2 bottlenecks in traffic and titanium have been largely resolved, the 3 economic pillars have been and are persistently developing like a tripod, following the motto of action "Solidarity - Democracy - Intelligence - Innovation - Development" strong in marine economy, energy and tourism. However, there are still cases where civil servants know that the matter is right but do not resolve it. Just like that, they push, avoid, retreat, cover up and defend themselves. Therefore, it hinders the development of the province, causing frustration for businesses and people.
Therefore, the Provincial Party Secretary directed that in the coming time, in each task, the leadership and direction role of the Party Committee is very important, so it is necessary to regularly remind and urge Party members, and minimize mistakes and violations among Party members. In necessary cases, the province will activate Conclusion 14 of the Politburo to protect cadres and civil servants. All join hands to promote the combined strength to build Binh Thuan into a new growth pole, a livable and safe place for tourists and investors.
