Ministry bans extra tutoring, schools open 'clubs' for subjects with fees

A primary school in Buon Ma Thuot organizes a "club" of subjects for a fee, even though the Ministry of Education and Training has issued regulations prohibiting extra teaching in primary schools.

On the afternoon of April 3, a leader of the People's Committee of Buon Ma Thuot City ( Dak Lak ) said that the unit is checking information about Hoang Hoa Tham Primary School organizing extra classes for students in the form of a "club" with a fee.

Tutoring under the name of "club"

Previously, Mr. NLHP - deputy head of the school's parents' representative board - sent a petition to the Departmentof Education and Training of Buon Ma Thuot City, reporting that the school organized extra classes for all students in the school under the name of a subject "club".

Accordingly, students participate in 4 periods/week of math, Vietnamese, English and life skills, with a fee of 130,000 VND/month.

Mr. P. said that Circular 29/2024 of the Ministry of Education and Training clearly stipulates that from February 14, 2025, primary schools are not allowed to organize extra teaching and learning. However, despite comments, the school board continues to organize this activity, making parents upset.

Mr. P. said he had spoken directly with the school's leadership but did not receive a satisfactory answer. The principal said the school would only stop the fee-based "clubs" when there is a written prohibition from the department.

"Meanwhile, Circular 29 clearly stipulates that we cannot use the excuse that the Provincial People's Committee has not issued instructions to continue teaching and collecting money," said Mr. P.

Tuoi Tre Online contacted the school but the principal did not respond.

The Department of Education inspected and requested the school to report.

On April 3, Mr. Nguyen Huu Luat - Head of the Department of Education and Training of Buon Ma Thuot City - said he had sent officials to the school to check the situation.

That same morning, the school principal also made a preliminary report on the incident and brought all relevant documents to his office for work.

Mr. Luat said that the department is currently reviewing the entire incident, asking the school to explain specifically and make a detailed report.

"We need to check carefully and compare with the records to have the most accurate information. When we complete the report and have a clear understanding of the incident, we will fully inform the relevant parties," said Mr. Luat.

Responding to the question about whether it is legal for schools to organize "subject clubs" that charge fees, Mr. Luat said that there were previously a number of documents from the Department of Education and Training on organizing clubs in schools.

"However, we are currently waiting for instructions from the Provincial People's Committee on implementing Circular 29 and when there are specific regulations, schools must strictly implement them," said Mr. Luat.
