Politburo: Do ​​not include in the candidate list people with ambitions for power and factions

The Politburo requested that no candidate be included in the list of candidates who show signs of political opportunism, ambition for power, conservatism, factionalism, localism, or regionalism.

The Politburo has just issued Directive No. 46 on leading the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

In the directive, the Politburo emphasized that, along with party congresses at all levels, the election is an important occasion to continue building, consolidating and perfecting the Vietnamese socialist rule-of-law state of the people, by the people, and for the people.

Therefore, selecting and electing exemplary representatives representing the will, aspirations and mastery of the people in the National Assembly and People's Councils at all levels for the new term is a key task of the entire Party, people and army in 2026.

From there, the Politburo requested Party committees and organizations at all levels to lead and direct the development of a tight and thoughtful plan, fully prepare conditions to organize and lead the election; ensure the election is conducted democratically, equally, legally, safely, economically and truly a festival for all people.

The Politburo also emphasized the requirement for strict leadership of personnel work, ensuring the promotion of democracy associated with the Party's centralized and unified leadership in personnel work.

Accordingly, it is necessary to link the personnel results of party congresses at all levels and cadre planning with the work of preparing to introduce exemplary people with firm political views and stances, who meet the standards, have the capacity and conditions to perform the duties of National Assembly deputies and People's Council deputies.

The Politburo emphasized: do not include in the list of candidates people who show signs of political opportunism, ambition for power, conservatism, factionalism, localism, or regionalism.

In addition, the Politburo also requested that candidates not be included in the list of candidates who are being inspected and examined for signs of violations, have been concluded by competent authorities to be dishonest, and heads of agencies, organizations, and units that have allowed serious cases of corruption, waste, negativity, and disunity to occur.

Increase the number of full-time National Assembly and People's Council deputies

The Politburo also requested leadership and direction to elect a sufficient number of National Assembly deputies and People's Council deputies at all levels, focusing on quality; ensuring a reasonable structure of the number of deputies who are working in Party, State, armed forces, and Fatherland Front agencies.

At the same time, increase the number of full-time delegates, ensure the proportion of female candidates and ethnic minorities in accordance with the provisions of the election law; have a reasonable proportion of religious delegates, elected delegates, young delegates, scientists, intellectuals, artists, delegates from workers, farmers, businessmen and associations and unions in production and business.

The Politburo also emphasized the need to closely direct the development of plans to ensure political security, social order and safety; promptly resolve complaints and denunciations in accordance with legal regulations; and prevent all acts of taking advantage of democracy and violating election laws.

Resolutely fight against all distortions, plots, and acts of sabotaging the election and taking advantage of the election to disrupt security and order.

Previously, at the 9th session of the 15th National Assembly, the National Assembly agreed to shorten the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term to March 15, 2026, about 3 months earlier than usual.
