Ministry of Industry and Trade directs to ensure electricity supply during peak season

The Ministry of Industry and Trade issued Official Dispatch 4010/CD-BCT dated June 3, 2025 on ensuring electricity supply during peak months in 2025 and the coming time.

In recent times, implementing the direction of the Government and the Prime Minister, the Ministry of Industry and Trade has focused on directing provinces, corporations/general companies and related units to develop power supply scenarios and synchronously and effectively implement solutions to ensure sufficient power supply to serve the production and business activities of enterprises and people's lives, especially the preparation for power production during the peak dry season.

At the same time, direct to strengthen regular inspection and supervision of the management and operation of the national power system, ensuring safety, science and efficiency. With the strong direction of the Government, the Prime Minister, the Ministry of Industry and Trade and the efforts of the electricity industry, the supply of electricity to serve socio -economic development and people's consumption in the first 5 months of 2025 has been well ensured.

However, in recent days, severe hot weather has occurred in the North and Central regions, causing high demand for electricity, the maximum capacity of the national power system on June 2, 2025 reached 51,672 MW (an increase of nearly 2,000 MW compared to 2024), especially in the face of the impact of climate change, the complex and unpredictable weather situation has negatively affected the assurance of electricity supply in the coming time, especially in the North during prolonged hot weather periods.

To proactively ensure safe and stable electricity supply to serve socio-economic development and people's daily life in 2025, especially during the peak dry season months, the Minister of Industry and Trade requested localities and units to proactively and seriously and effectively implement the following contents:

Vietnam Electricity Group

Continue to closely coordinate with the National Electricity System and Market Operator (NSMO) in the work of regulating and operating power sources and power grids to develop a reasonable method of operating the power system, ensuring the available capacity of power plants to ensure safe, stable, reliable, continuous power supply, ready to meet the increased load demand during hot periods in the peak summer months.

Strengthen the synchronous implementation of electricity saving solutions in Directive No. 20/CT-TTg dated June 8, 2023 of the Prime Minister on enhancing electricity saving in the period of 2023-2025 and the following years; guide and encourage creativity in implementing electricity saving work to achieve the highest efficiency; strengthen the implementation of electricity demand management programs, encourage electricity customers to adjust and reduce electricity demand during peak hours of the national electricity system.

Direct power generation units to strengthen management and maintenance of generators, promptly fix generator problems (if any), and ensure generator availability during the peak of the dry season in 2025.

Direct relevant units to closely coordinate with NSMO in the construction of the Hoa Binh Hydropower Expansion Project, promptly complete construction items (water intake dyke, water intake concrete), and minimize the impact on the available capacity of the power system.

At the same time, it is necessary not to affect the flood prevention capacity of Hoa Binh reservoir during the rainy season; complete the installation for operation and power generation of Unit 1 of the Hoa Binh Hydropower Plant expansion in August 2025, Unit 2 will operate in October 2025.

Direct affiliated units to closely coordinate with NSMO to connect Unit 1 of Quang Trach 1 Thermal Power Plant project to the grid no later than September 2, 2025.

Direct power corporations to develop specific response plans and work with major customers to have plans to shift/adjust loads to cope with extreme situations and lack of peak capacity during the peak dry season.

Functional units under the Ministry

Electricity Department:

Urgently organize the implementation of the adjusted Power Plan VIII that has been issued, strengthen inspection and supervision of operations and urge the implementation of power source projects to best prepare for power generation during peak months.

Direct NSMO to proactively develop and implement the National Power Supply and Operation Plan for the remaining months of 2025 with the goal of ensuring power supply, ensuring supply backup, and at the same time preparing backup plans to effectively control and respond to possible extreme operating scenarios.

Focus on urging power plants that are experiencing problems or are undergoing prolonged repairs to promptly fix defects to put the problem generators back into operation as soon as possible; urge the progress of putting into operation key power source and grid projects expected to be operational in the remaining months of 2025.

Oil, Gas and Coal Department:

Regularly review and comprehensively assess the fuel supply situation for thermal power plants; strengthen inspection and supervision and proactively implement solutions to absolutely prevent shortages of primary fuel (coal, gas, oil) for electricity production at thermal power plants.

Direct the Vietnam National Energy and Industry Group (PVN), the Vietnam National Coal and Mineral Industries Group (TKV) and the Northeast Corporation to ensure adequate, timely and continuous supply of fuel in accordance with the terms of the signed contract or commitment; proactively coordinate closely with relevant units to develop plans and accurately forecast the situation of fuel use and supply to ensure energy security and fully and stably meet the country's electricity production requirements.

Department of Industrial Safety and Environment:

Direct and inspect owners of reservoirs and hydroelectric dams to operate in compliance with reservoir operation procedures, coordinate with localities to regulate hydroelectric reservoirs to meet the goal of ensuring electricity supply and water supply downstream.

Direct EVN, TKV, PVN and power units to ensure the highest safety in production to contribute to ensuring electricity supply.
