On May 26, the Ministry of Industry and Trade said it had just sent a document to the People's Committees of provinces and cities; Departments of Industry and Trade of provinces and cities; Vietnam Electricity Group (EVN); Department of Electricity and Renewable Energy; Electricity Regulatory Authority on the implementation of the announcement of the conclusion of Deputy Prime Minister Tran Hong Ha on transitional wind and solar power projects.
Specifically, for projects that have completed investment and construction work and completed legal documents according to regulations, the Ministry of Industry and Trade requires EVN to urgently negotiate with investors of solar and wind power plants to transition to temporary prices and operate electricity generation to the grid.
For the transitional power plants that have had their prices temporarily approved by the Ministry of Industry and Trade, this agency requires EVN to urgently sign power purchase contracts and review procedures to soon put power generation into operation on the grid. For the remaining power plants, it is necessary to agree on temporary prices with investors before May 27 to submit to the Ministry of Industry and Trade for approval and proceed simultaneously with completing procedures for signing power purchase contracts.
EVN was also requested by the Ministry of Industry and Trade to direct its member units to coordinate with investors to complete legal procedures related to EVN such as connection agreements (if expired) before May 27 and complete testing as prescribed.
At the same time, promptly review the documents submitted by investors, review the requirements for investors regarding the components of the electricity price negotiation documents, ensure that the procedures are simplified but strict, reasonable and in accordance with regulations.
The Ministry of Industry and Trade requests the Department of Electricity and Renewable Energy and recommends that the People's Committees of provinces and cities direct the Department of Industry and Trade of provinces with solar and wind power plants to coordinate with investors to urgently carry out design appraisal, adjusted design and inspect acceptance work according to their authority.
The Electricity and Renewable Energy Authority is responsible for guiding investors who have problems with planning during the process of adjusting investment policies. The leaders of the Ministry of Industry and Trade requested the Electricity Regulatory Authority to urgently carry out the work of granting electricity operation licenses for completed projects.
The Ministry of Industry and Trade requests agencies and units to urgently and seriously implement the plan to soon put solar and wind power plants into operation, ensure electricity supply and resource exploitation, and avoid wasting investment resources.
