What does the Ministry of Industry and Trade comment on the draft Plan to implement the Quang Nam Provincial Planning?

The Ministry of Industry and Trade requested the People's Committee of Quang Nam province not to include potential projects that have not been identified in the national planning in the Provincial Planning Implementation Plan.

The 2021-2030 planning period, with a vision to 2050, creates a large runway for Quang Nam to take off.

The Ministry of Industry and Trade has just commented on the draft Plan to implement the Quang Nam Provincial Planning for the period 2021 - 2030, with a vision to 2050, with the People's Committee of Quang Nam province.

Accordingly, the Ministry of Industry and Trade said that in the Plan to implement the Power Plan VII, the Prime Minister approved the list of renewable energy power source projects (wind power, solar power, biomass power, waste power...).

Therefore, the Ministry of Industry and Trade requests the People's Committee of Quang Nam province to urgently review the list of projects to determine/precise the synchronous grid connection plan, not to include potential projects that have not been identified in the National planning in the Quang Nam Provincial Planning Implementation Plan to ensure consistency and consistency.

To ensure legal issues when implementing electricity development in the area, the Ministry of Industry and Trade requests the People's Committee of Quang Nam province to review and arrange land funds for the development of electricity projects in accordance with the provisions of law; supplement the land use plan for power source and grid projects approved by the Prime Minister in Decision No. 500/QD-TTg dated May 15, 2023 and Decision No. 262/QD-TTg dated April 1, 2024.

According to the Ministry of Industry and Trade, the plan for exploiting and using minerals in the province must comply with the law on minerals and planning.

From there, this agency requested the drafting agency to review and compare the boundaries, coordinates, and areas of mines and mining points that have been mobilized into the National Mineral Exploration, Exploitation, Processing and Use Plan for the period 2021 - 2030, with a vision to 2050, with the land use plan of the Provincial Planning Implementation Plan to ensure consistency and avoid overlap in land use issues.

The review and implementation of projects in national mineral reserve areas must comply with the provisions of Decree No. 51/2021/ND-CP of the Government on mineral management in national mineral reserve areas.

During the process of reviewing and implementing investment procedures for construction investment projects in the province, if minerals are discovered, the implementing unit must report to the competent state management agency to issue a Mineral Activity License for consideration and decision before the project is approved or granted an investment license according to the provisions of Article 65 of the Law on Minerals.

Regarding the Industrial Cluster Development Plan during the planning period, the Ministry of Industry and Trade requested the People's Committee of Quang Nam province to review and ensure complete information for each industrial cluster (name, location, area, business lines, technical infrastructure investment progress) according to the provisions of law on management and development of industrial clusters; ensure feasibility, synchronization, consistency and non-overlapping with other plans in the area.

In case the Industrial Cluster Development Plan under the approved Provincial Planning does not have sufficient information as prescribed or overlaps with other plans in the area, the Ministry of Industry and Trade requests the People's Committee of Quang Nam province to direct the handling or report to the competent authority for handling as prescribed.

The Ministry of Industry and Trade also noted that the development of a specific plan to implement the Industrial Cluster Development Plan for the 2021-2030 period must ensure feasibility; sufficient land fund to establish and invest in developing industrial clusters in the list according to the approved planning schedule.

For industrial clusters subject to withdrawal from the planning, the People's Committee of Quang Nam province needs to have management solutions and feasible conversion plans in accordance with relevant legal regulations, paying attention to strict management of the environment, security and order, fire prevention and fighting, ensuring the rights and legitimate interests of related enterprises, organizations and individuals.

Regarding the list of priority investment projects implemented in the Provincial Planning, the Ministry of Industry and Trade requested Quang Nam province to review and ensure compliance with higher-level planning, including 4 sectoral planning in the field of industry and trade approved by the Prime Minister, including: National Power Development Planning for the period 2021 - 2030, vision to 2050; National Energy Master Plan for the period 2021 - 2030, vision to 2050; National Planning for exploration, exploitation, processing and use of minerals for the period 2021 - 2030, vision to 2050; National Planning for infrastructure for reserve and supply of petroleum and gas for the period 2021 - 2030, vision to 2050.

Regarding the list of planning under the approval authority of the Prime Minister and Central Ministries and branches that has expired, the Ministry of Industry and Trade requests Quang Nam province to review and supplement planning with the scope of adjustment in Quang Nam province in the list of integrated planning into the provincial planning according to Resolution No. 110/NQ-CP of December 2, 2019 of the Government.
