The Ministry of Education and Training issued the Program of preparatory university training subjects.

The Circular is issued to concretize the ethnic policies of the Party and State in the spirit of Resolution 29-NQ/TW, the 2019 Education Law and Resolution 71/NQ-TW of the Politburo on breakthroughs in education and training development; meeting the requirements of knowledge training for ethnic minority students who have graduated from high school with sufficient capacity and qualities in subjects according to career orientation.

Foundation for ensuring educational quality in university preparatory schools

In 2021, the Regulations on admission, pre-university training; consideration for transfer to university and college level in Early Childhood Education were issued by the Ministry of Education and Training with Circular No. 44/2021/TT-BGD&DT. In which, it is determined that training in cultural knowledge of vocationally oriented subjects is an important part of the education system of specialized schools.

However, the 2024-2025 school year is the last school year to implement Circular 48/2012/TT-BGD&DT dated December 21, 2012, issuing detailed syllabuses for 11 university preparatory subjects.

The 2025-2026 school year will begin implementing the new University Preparatory Course Program, which is built on the basis of the 2018 General Education Program (issued with Circular No. 32/2018/TT-BGD&DT). Therefore, promulgating the University Preparatory Course Program is an urgent task for university preparatory schools to promptly deploy and implement.

In the context of innovation and integration, the need for developing high-quality human resources, especially human resources for ethnic minority and mountainous students, is becoming increasingly necessary. University preparatory schools are the source and training place for ethnic minority students who are capable of studying at universities nationwide in many different majors. Therefore, the promulgation of the University preparatory training program is the foundation to ensure quality, consistency and long-term strategic orientation for education in university preparatory schools.

The promulgation of the University Preparatory Course Program also concretizes the Party and State's ethnic policy towards children of ethnic minorities; contributing to ensuring fairness in access to education, minimizing the gap in education quality and human resource quality between regions in the country.

Diverse, comprehensive, suitable for many choices of ethnic students

The program of pre-university training subjects is built on the principle of inheriting and developing from the subject program prescribed in Circular No. 32/2018/TT-BGD&DT, innovated according to the trend of approaching the world, and at the same time closely linked to the training reality of pre-university schools. The content of the Program demonstrates the approach to the content of domestic and international interest, meeting the requirements of international integration in education and training.

Pre-university students are provided with cultural knowledge in three subjects according to the subject combination used for admission to pre-university schools (subject 1, subject 2, subject 3 including the following subjects: Math, Literature, English, History, Geography, Physics, Chemistry, Biology, Economic and Legal Education, Information Technology, Technology) and English, Information Technology (in which Information Technology is included as a cultural knowledge subject).

The Circular has built a combination of subjects to foster cultural knowledge to ensure diversity and comprehensiveness suitable for many choices of ethnic students.

The Circular stipulates that for subject groups that include both Math and Literature, the study time for Math is 8 periods/week, and the study time for Literature is 7 periods/week.

The duration of preparatory training for university is 01 academic year. The principal of the preparatory school decides on the Academic Year Plan to ensure 28 weeks of actual study, the remaining time is for review, final exams and other activities.

Strengthening practical and experimental content for natural science subjects in each topic, promoting the exploitation of information technology and orienting students in exploiting and using AI technology in each subject.

Suitable for student needs and school conditions

The clear program structure creates conditions for school staff and teachers to plan teaching, innovate teaching methods, test and evaluate students' qualities and abilities; and design diverse learning activities suitable for pre-university students.

The program has a flexible structure with about 70% of the content and duration being compulsory; the remaining 30% of the content and duration is for the school to proactively develop a plan and learning content for students in accordance with the students' needs and the school's conditions.

The issuance of the Circular has had a positive impact on lecturers and students at preparatory colleges. For teachers, the Preparatory College Program requires teachers to have solid professional knowledge, actively innovate teaching methods, and diversify teaching and learning methods to promote students' initiative and creativity in learning.

For students, the Cultural Knowledge Training Program is oriented towards consolidating and systematizing knowledge in general education, while also having advanced content and topics to meet learners' wishes, preparing knowledge, skills, capacity and qualities to orientate to universities.
