This is an activity to concretize the Project "Converting tax management models and methods for business households when eliminating lump-sum tax" issued under Decision 3389/QD-BTC dated October 6, 2025 of the Ministry of Finance .

According to the plan, from January 1, 2026, the Tax sector will completely end the form of lump-sum tax collection, switching all business households to pay taxes by the declaration method. Currently, Tax Department 7 is managing more than 7,000 business households in Tuy Hoa, Phu Yen , and Binh Kien wards; of which about 30% of households have switched to paying taxes by the declaration method.
To achieve the goal of comprehensive transformation, the Tax Department of 7 Dak Lak provinces has implemented many direct support activities such as: electronic declaration guidance, eTax account issuance, eTax Mobile application installation, tax policy consultation and free accounting software and electronic invoices. Support teams will come to the business premises to help taxpayers complete registration and declaration operations on the system.
According to the new model, business households are divided into 3 groups depending on revenue: the group with revenue under 200 million VND/year declares simply; the group from 200 million to 3 billion VND declares directly, is required to use electronic invoices; the group over 3 billion VND declares deductions like enterprises.
The representative of Tax Department 7 said that the conversion not only helps to ensure transparency and fairness in tax obligations but also creates conditions for business households to access a modern business environment, towards professionalization and opportunities to expand their scale of operations.
