On the morning of November 13, the People's Committee of Ngo Quyen Ward ( Hai Phong ) held a meeting to deploy a construction protection plan at route T40 of the New Urban Area Project at the intersection - Cat Bi airport.

This is the site that has been compensated, supported, and handed over to implement the 40m Road Project at lots 2 and 3 of the new urban area of ​​the 5-way intersection - Cat Bi airport.

Specifically, according to Decision No. 2319/QD-UB dated December 5, 2000 and Decision No. 2090/2005/QD-UB dated September 8, 2005, the City People's Committee compensated and supported 7 families including: Mr. Le Van Thong, Mr. Tran Van Khoan, Ms. Le Thi Binh, Ms. Bui Thi Hien, Ms. Pham Thi Bich Hang, Ms. Tong Thi Thanh and Mr. Nguyen Duy Binh's household.

6 households received compensation, support and handed over the land to Hai Phong Urban Development Investment and Trade One Member Co., Ltd. (project investor). Mr. Nguyen Duy Binh's household has not received money and has not handed over the land with an area of ​​13.1 m2 .

Mr. Pham Danh Phuong, residing at 35/212 Da Nang Street, illegally occupied and used the above land. At the meeting, the People's Committee of Ngo Quyen Ward determined that Mr. Phuong had no rights related to the above land.

Based on that, Ngo Quyen ward decided to organize a security force to construct at route T40 of the New Urban Area Project at the intersection - Cat Bi airport at 7:30 a.m. on November 14 and requested Hai Phong Urban Development Investment and Trade One Member Co., Ltd. to organize construction on the land in the morning of the same day to avoid re-encroachment.

Previously, the People's Committee of Ngo Quyen Ward had repeatedly announced and requested organizations, households, and individuals who have shacks, constructions, and fences on the land area of ​​the 40m road in the new urban area of ​​the intersection - Cat Bi airport to urgently move their assets, items, and corrugated iron fences out of the area where the land had been handed over to the court. The People's Committee of the Ward had repeatedly resolved Mr. Pham Danh Phuong's petition, determining that Mr. Phuong had no rights to the above land.

On the same afternoon, the People's Committee of Ngo Quyen Ward coordinated with the Housing Management and Trading One Member Co., Ltd. to organize a lottery to select apartments for households approved by the City People's Committee to move to the 9-storey Dong Khe apartment building (first time).

This round of drawing included 11 households living in apartment buildings No. 6 Nguyen Trai and No. 8 May To, based on the area of ​​the old house, regardless of location or floor. Specifically, there were 3 households in group A, 7 households in group B and 1 household in group C. The households took turns drawing lots at the ballot boxes corresponding to their groups.

According to the layout plan, group A is divided into the apartments with the largest area of ​​the 9-storey Dong Khe apartment building (81 m2 ); group B is divided into apartments with an area of ​​about 62.10 m2 ; group C into apartments with an area of ​​53.80 m2 .

For households with recognized revolutionary contributions, households living on the first floor who agree to hand over the premises early or are in especially difficult circumstances, the Ward People's Committee implements a priority policy of being drawn into a group one level higher than the group classified by old housing area.

The lottery was held publicly and in accordance with regulations, ensuring the rights of the people and facilitating the arrangement and placement of households in new housing at the 9-storey Dong Khe apartment building.
