Improving the quality of pre-university training programs.

This is considered an important step in meeting the need for further education for ethnic minority students who have graduated from high school.

Increase school autonomy.

According to Mr. Le Huu Thuc, Principal of the Ho Chi Minh City University Preparatory School, the University Preparatory Program under Circular 20 brings about many important changes, focusing on enhancing the school's proactive role and diversifying subject combinations.

Regarding the timeframe, according to Mr. Thuc, although the training period remains one academic year with 28 weeks of actual study, the new point is that the principals of the preparatory schools are empowered to decide on the academic year plan, using the remaining time to organize review sessions, final exams, and other activities.

Proactive scheduling allows schools to adjust their schedules to suit students' entry-level abilities, thereby increasing their autonomy and responsibility. Regarding subject combinations, the new curriculum has diversified, allowing students to receive additional cultural knowledge in three subjects according to the combination used for admission.

“Notably, the program has added new subjects in line with the 2018 General Education Program, namely Economics and Law Education, Informatics, and Technology. The program is designed to be comprehensive, focusing on developing competencies and qualities, with a flexible structure (approximately 70% core content, 30% elective) allowing schools and teachers flexibility in teaching planning,” Mr. Thuc commented.

To effectively implement the new program, Mr. Thuc believes that vocational schools need thorough preparation. Regarding personnel, training should be organized for teachers, especially for the three new subjects, and detailed teaching plans should be developed for the 28-week framework.

Regarding facilities, adding subjects like Informatics and Technology requires further investment in specialized classrooms, upgrading laboratories, and ensuring a sufficient supply of updated materials and learning resources. In terms of organization, schools need to carefully prepare for class divisions based on subject combinations, manage combined classes, and update and revise internal regulations accordingly.

Assessing the impact of the program, the Principal of the Ho Chi Minh City University of Education affirmed that the new program will have a positive impact and enhance university admission opportunities for ethnic minority students. The specialization of knowledge, focusing on subjects within the admission test combination, helps ethnic minority students quickly fill knowledge gaps and increase their competitiveness. The 28-week learning schedule with 30 lessons per week is also reasonably distributed, preventing students from being overloaded.

Furthermore, the program fosters holistic development by dedicating three hours per week to physical training and educational activities. This equips students with soft skills, social skills, financial management skills, and more. These are key factors that help students become more confident, integrate better into the university environment, and reduce dropout rates. This enrichment program also ensures the continuity of knowledge between high school and university, helping students develop clear career paths from an early age.

"Circular 20 is an important step forward, shifting the university preparatory program to a competency-oriented training program, helping ethnic minority students acquire sufficient knowledge and skills, thereby directly improving the quality of incoming students and enhancing their chances of successful university studies," Mr. Thuc commented.

Creating opportunities for ethnic minority students to attend university.

Sharing her thoughts on this change, MTH, a student from an ethnic minority group studying at the school, said that previously, they were worried about having to study too many subjects, while their foundational knowledge from high school was weak. With the new program, they can focus their time on just three subjects that they will use for university entrance exams.

"This helps me feel less stressed and more confident in my studies. My family and I believe that this change will help me and many other students like me to have a better chance of entering the university of our dreams," H. shared.

According to experts, Circular 20 has a positive impact on ethnic minority students and university admissions, helping to systematize general knowledge, meet diverse needs, and better prepare ethnic minority students for university.

The program is structured flexibly, developed proactively by the school, helping to ensure overall quality; at the same time, it is suitable for local conditions, creating opportunities for ethnic minority students to access advanced knowledge and skills necessary for university studies.

According to Ms. Tang Thi Ngoc Mai, a member of the 14th National Assembly, Circular 20 helps ethnic minority students consolidate and systematize their high school cultural knowledge; it also provides advanced content and topics suitable to the learners' aspirations, helping them build a more solid foundation of knowledge for university.

Furthermore, having a well-structured training program tailored to students' abilities and needs will help them better prepare, thereby increasing their chances of success when participating in university entrance exams.

The 2025-2026 academic year will see the implementation of a new pre-university training program, built on the basis of the 2018 General Education Program (issued with Circular No. 32/2018/TT-BGDĐT). Therefore, the issuance of the pre-university training program is an urgent task to ensure timely implementation by pre-university training schools.

The Ministry of Education and Training stated that, in the context of reform and integration, the need for developing high-quality human resources, especially ethnic minority and mountainous region students, is becoming increasingly essential. The University Preparatory Schools are places that create and train a workforce of ethnic minority students capable of studying at universities nationwide in various disciplines. Therefore, the issuance of the curriculum for university preparatory courses is fundamental to ensuring quality, consistency, and long-term strategic direction for education in these schools.

The promulgation of the Curriculum for Advanced Training in Education also concretizes the Party and State's ethnic policy towards children of ethnic minorities; contributing to ensuring fairness in access to education, minimizing disparities in educational quality and human resource quality between regions across the country.

The program has a flexible structure with approximately 70% of the content and duration being mandatory; the remaining 30% is planned and designed by the school to suit students' needs and school conditions. The issuance of the Circular has had a positive impact on lecturers and students at pre-university schools.
